ROLE PURPOSE

The Partnerships Coordinator will ensure that all steps of the partnership process are well implemented and that Plan’s partnership principles are integrated within the organisation’s role. He/She is responsible for designing and implementing the partnership strategy for the Country Office, ensuring appropriate identification and assessment of partners, as well as developing partnerships, monitoring them and promoting mutual learnings. The role encompasses various types of partners such as youth groups, CBOs, local organisations, INGOs, UN agencies, ministries, the private sector, and others. 

 

DIMENSIONS OF THE ROLE

Under the guidance and direct supervision of the Programme Strategy Manager, the Partnerships Coordinator will work closely with a variety of functions to ensure that Plan International’s partnership steps and principles are implemented, including Programmes, Influencing, Finance, Grants, and others. He/She will also liaise with local, national and international partners of all types as needed.

 

ACCOUNTABILITIES

Partnership Strategy and Learning:

    Regularly update Plan’s civil society context analysis in Lebanon and communicate new trends with senior management.
    Develop and implement a partnership framework for the office in line with Plan’s global policies and procedures that reflects the strategic direction of the organisation and applies to the different types of partners.
    Develop and adapt tools as needed for the different stages of the partnership process and the different types of partners, and ensure their implementation across partnerships.
    Document and share best practices, lessons learnt and innovation on partnerships across the organisation.
    Ensure that Plan International’s partnership principles are integrated across the work of the organisation in Lebanon.

 

Partner Identification and Assessment:

    Create and periodically update a database for civil society organisations in Lebanon, including current and potential partners.
    Support teams in identifying potential partners that are relevant to each programme’s strategy, objectives and needs.
    Co-lead administrative and technical capacity assessments for potential partners in coordination with relevant administrative and technical focal points.
    Support teams in identifying areas for supporting the partners and completing a mutual capacity strengthening Plan. 

 

Partnership Development and Monitoring

    Participate in kick-off meetings and calls as required.
    Lead on the development of partnership agreements in coordination with relevant departments.
    Ensure that mutual capacity strengthening plans are on track and that partnership monitoring tools are being appropriately used for all partners.
    Coordinate and facilitate periodic partnership review meetings in line with Plan’s partnership principles.
    Regularly evaluate Plan’s partnership model, approach and practices by conducting annual partnership surveys or consultations and feeding these learnings into programme design and management decision making.
    Coordinate and facilitate close-out meetings with partners and document lessons learnt.
    Keep track of all engagement and actions with past, current and potential partners.

Success Metrics: No violations of the corporate standards and policies.

 

1.    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
2.    Complies with corporate policies and standards: Safeguarding Children and Young People Policy, IT Policy, Anti –Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, Whistle Blowing, HR Policies and Procedures. 
3.    Ensures commitment to Plan’s position on promoting girls’ rights and gender equality, and integrating this into all aspects of work.

 

KNOWLEDGE, SKILLS, AND BEHAVIOURS 

 

Demonstrable knowledge and understanding of:
    The context in Lebanon, particularly issues affecting the rights of children and young people, especially girls and young women;
    The Civil Society environment in Lebanon with a focus on local and national organisations working on child rights and gender equality;
    The localization principles and agenda;
    The sectors of Child Protection, Gender-Based Violence, Sexual and Reproductive Health and Rights, Education and Youth Economic Empowerment.

 

Qualifications and Experience
    Minimum 3 years of professional experience in partnerships or grants coordination in an INGO;
    Master’s degree in political sciences, international relations, law or another related field;
    Experience working on programmatic and financial sides of partnerships;
    Experience of working within teams;
    Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred.

 

Skills
    Excellent knowledge of Arabic and English is mandatory;
    Excellent ability to write reports and draft tools and SOPs in English;
    Excellent skills in problem solving and mediation;
    Good facilitation skills and ability to facilitate meetings and trainings;
    Demonstrated ability to network and communicate with a variety of stakeholders, including youth groups, CBOs, CSOs, INGOs, UN agencies, ministries, the private sectors, and others;
    Demonstrated ability to liaise and coordinate with teams from different sectors and departments;
    Flexible work attitude and ability to work independently within a small team;
    Ability to effectively communicate with a diverse and cross-cultural audience.
