1.  About Chemonics

2.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

3.  Summary of Position

               The Monitoring, Evaluation and Learning Manager will work under the leadership of the monitoring, evaluation, and learning (MEL) Director with the general objective of managing monitoring and evaluating progress towards achieving intermediary results under the assigned task orders. The MEL Manager will assist the MEL director in implementation of CSP’s performance monitoring, evaluation, and learning plan (PMEL). The Manager will ensure that lessons learned are integrated into the design and implementation of new interventions for continual improvement to maximize and amplify project impact. The MEL Manager will directly supervise 3 field-based M&E officers and contribute to lessons learned across all task orders.

4.   Specific Duties and Responsibilities

  • Assist the MEL director with the implementation of the program-level PMEL plan, including incorporating and applying feedback received from USAID’s support services contractor Social Impact.
  • Support field M&E officers to collect and analyze data needed to measure progress towards project intermediate results of the assigned task order.
  • Work with component specialists and other data collectors to collect output, outcome, and impact data related to CSP interventions.
  • Work with the MEL director, COP, task order directors, and component leaders to design data collection tools for baseline assessments
  • Assist the MEL director in analyzing data and synthesizing lessons learned to incorporate best practices into new activity development and implementation.
  • Under the leadership of the MEL director, contribute to internal and external impact evaluations.
  • Input output and outcome data into DevResults-enabled CSP platform on a regular basis, and use the system to report on progress and impact against performance indicators.
  • Routine project related tasks including attendance at staff meetings, submission of required reports, and recommending content for success stories.
  • Supervise and manage the performance of 3 M&E Officers (1 in each region).
  • Perform any other tasks assigned by the MEL Director consistent with the overall nature of the position. 

5.  Minimum Qualifications

  • Bachelor’s degree in a related field from an accredited university
  • Minimum of 5 years’ experience in monitoring and evaluation of donor-funded programs in Lebanon and/or the wider region
  • Demonstrated experience collaborating with technical teams to extract lessons learned from on-going and completed activities and make adaptations for improved performance and impact;
  • Previous experience managing teams preferred
  • Experience with USAID-funded programs strongly preferred
  • Familiarity with Lebanon’s municipalities, local communities, and community-based organizations strongly preferred
  • Exposure to one or more of CSP’s technical focus areas preferred: local economic development/livelihoods, community stabilization, service delivery, capacity building, workforce development, or wastewater management
  • Ability to work independently, as well as within a large, fast-paced team with proven interpersonal skills
  • Excellent written and spoken English and Arabic required

6. Place of Assignment

The Monitoring, Evaluation and Learning Manager will be based in the project’s main office in Beirut and will be expected to travel as needed to CSP’s targeted regions.

7.  Reporting

The Monitoring, Evaluation and Learning Manager will report directly to the MEL Director, or equivalent.
