Organizational Context

The CRC is committed to ensure its actions that are non-discriminatory towards people of all ages and backgrounds, and to promote gender equality and respect for diversity, integrate protection from violence such as sexual and gender-based violence and harm against children, and meaningfully engage with diverse members of the communities we serve across operations. The Canadian Red Cross (CRC), in partnership with the Lebanese Red Cross (LRC) and the Palestinian Red Crescent in Lebanon (PRCS/L), is implementing a 17-months project, Delivering Inclusive Healthcare (DIHL) in Lebanon (2020-2021). The project aims to increase and improve access to health facility and community-based health services with a focus on Sexual Reproductive Health and Rights (SRHRs) and Protection (including Child Protection), Gender Equality, Social Inclusion, and Community Engagement and Accountability (PGIE).

Job Purpose

Under the guidance and direct supervision of CRC’s Country Representatives in Lebanon and with the technical support of CRC’s PGIE Global Advisors, the PGIE Senior Officer will be responsible for supporting our partners - the Lebanese Red Cross (LRC) and the Palestinian Red Crescent-Lebanon (PRCS-L) - in development, management and implementation of the PGIE and awareness activities of the health projects implemented in Lebanon. S/he will ensure the PGIE components are prioritized and mainstreamed throughout the projects, assisting the implementing National Societies (NSs) to plan, implement, monitor, and report on the PGIE activities defined in each project, suggest changes, provide technical assistance, and conduct orientations and trainings on PGIE. The CRC’s Gender Equality and Social Inclusion (GESI) Commitments aim at promoting gender-responsive and/or transformative approaches in all of its programming. The PGIE Senior Officer will be contacted by the IFRC’s Secretariat Regional Office for the MENA region in Beirut, Lebanon but will work for the Canadian Red Cross. The position will be based in the Beirut with frequent travel to the field.

 

Job Duties and Responsibilities

Plan and coordinate the projects’ PGIE activities in collaboration with the Host National Societies and under the supervision of the Country Representatives.

Ensure mainstreaming of PGIE in all project activities, through active involvement in the assessment, planning, monitoring, and implementation and review activities for the projects and with technical support from CRC’s PGIE Global Advisors, using CRC and global RCM policies, guidelines, and tools, as well as local knowledge and expertise

Provide technical assistance, guidance, and support to the NSs for planning, monitoring, and reporting on PGIE for the two projects.

Prepare and conduct orientations and trainings on PGIE for staff, volunteers, and community workers.

Provide technical advice and support on protection, gender equality, and community engagement’ integration.

Develop in a participatory way informational, educational, and communicative (IEC) materials for the National Societies to guide and provide orientation on child protection, gender-based violence, minimum standards of gender and diversity, community engagement and accountability and other related topics.

Prepare the sections of the reports that concern the PGIE activities and provide support to the CRC Country Representative in Lebanon in preparing consolidated project narrative and financial reports, mainstreaming a PGIE lens throughout.

Work in coordination with the Regional Health Delegate and other team members.

Contribute to the development of new tools or review existing tools and guidelines for PGIE internal and external to the RCRC Movement.

Share lessons learned, project advances, and key results with national and regional stakeholders and build and maintain knowledge and understanding of local, regional, and global issues and trends for PGIE.

Participate and provide input into national and regional forums and workshops on PGIE.

Work in coordination with other Red Cross Movement partners (IFRC, British, Swedish, Danish RC, etc) on PGIE, advocating for or joining NS-PGIE Working Groups or Committees as appropriate.

Where possible, foster NS partnerships with a range of specialized stakeholders that can help advance a nuanced and practical PGIE – responsive approached including local women’s organizations, male engagement, and youth and adolescents’ organizations, SGBV and child protection clusters, local NGO networks.

Duties applicable to all staff

Education

  1. University Degree, preferably, in the field of women’s studies, gender and development, social sciences or related studies. Required
  2. Masters level degree OR 3 years of additional professional experience in lieu of a Masters’ degree. Required

Experience

  1. 5 years of relevant professional experience in two or more of thematic areas of Protection, Child Protection, Gender Equality, Social Inclusion, Community Engagement, and Accountability. At least 3 years of project management experience. Required
  2. Providing technical assistance and training or capacity building in two or more of the thematic areas of Protection, Child Protection, Gender Equality, Social Inclusion, Community Engagement, and Accountability. Required
  3. Working for a humanitarian aid organization or development NGO in the MENA region (can include consultancies). Required
  4. Program/project planning, monitoring, reporting, and evaluation (PMER). Required
  5. Partnership development and relationship building with local partners. Required
  6. Working on protection in conflict-related and/or displacement contexts. Preferred
  7. Development of educational resources, curriculum, policies, and procedures. Preferred
  8. Prior experience in Red Cross Red Crescent Movement. Preferred

Knowledge, skills, and languages

  1. Demonstrated knowledge of two or more of thematic areas of Protection, Gender Equality, Social Inclusion, Community Engagement, and Accountability (PGIE). Required
  2. Demonstrated knowledge of project management tools. Required
  3. Ability to communicate clearly and effectively, both orally and in writing with different audiences, adapting style to fit the situation. Required
  4. Ability to gather, analyze, and evaluate information, and collect and/or monitor sex, age, disability, and other relevant data. Required
  5. Ability to engage with diverse groups/individuals and seek their meaningful participation. Required
  6. Ability to manage competing priorities, handle multiple demands simultaneously, and to work under pressure. Required
  7. Ability to establish/maintain effective working relationships with internal and external stakeholders. Required

  11. Good knowledge of the MENA region, and the protection of gender and inclusion related gaps within different refugee groups. Required
  12. Negotiating and influencing skills and ability to work effectively with both international and local counterparts. Required
  13. Working knowledge of computer software applications (Windows, Excel, PowerPoint) and internet communications (Skype, Zoom, WhatsApp). Required
  14. Fluent in Arabic and English (speaking, reading, writing). Required
  15. Knowledge of French. Preferred
