Monitoring & Evaluation Officer (National Contract)

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.

The current position aims to support the Lebanon Protection Consortium (LPC) on the MEAL functions; monitoring, data management, assessments and reporting. At the same time, he/she is responsible of the analysis of LPC information to produce relevant products informing programing and advocacy needs.

The M&E Officer is accountable and works under the line management of the MEAL Manager, will be seconded by GVC to the Consortium Secretariat office in NRC Beirut, and follows its logistics, administrative and financial procedures. The GVC Country director will administratively manage the M&E Officer.

GENERAL OBJECTIVES:

• Support with data collection, analysis and reporting
• Support LPC with the implementation and design of the LPC
• Support with the MEAL system design and implementation

SPECIFIC OBJECTIVES:

Support with data collection, analysis and reporting

• Ensure data quality by routinely performing; data cleaning, verification, fagging and validation needed.
• Conduct relevant analysis of data both quantitative & qualitative to inform programs and advocacy products.
• Develop comprehensive reports to inform the context of the different program components.
• Ensure adequate data collation and storage in various databases and platforms used by the LPC.
• Ensure data are shared between the different sectors of the LPC program to improve integration.

Support with the implementation and design of the LPC

• Monitor and assess the quality of the data collection processes ensuring quality of data collected related to different components.
• Support training to ensure field staffs capacitated for data collection and usage of any tool involved within the LPC.
• Provide input and feedback contributing to the lessons learned for enhancement of the programme.

• Contribute to the revision of indicators ensuring they are ready to be implemented.

Support with the MEAL system design and implementation

• Contribute to the design of MEAL tools within the LPC management unit.
• Conduct monitoring visits to ensure quality implementation of the several modalities of the program.
• Contribute to the LPC monthly/Interim/Final reporting.
• Participate in MEAL assessments and research for the LPC
• Contribute to Inter-Agency reporting and sharing of data.
• Perform any other relevant task required by the MEAL Manager

COMPETENCIES AND SKILLS REQUIRED

These are skills, knowledge and experiences that are important for effective performance.

Generic professional competencies for this position:

• Experience in managing large datasets
• Excellent experience in operating Microsoft Excel
• Knowledge in Mobile Data Collection is an asset

Education degree: BA in Management of Information System (MIS), quantitative/qualitative research methods, Statistics, Social Science or any related field.

Experience required: 3 years of relevant experience
