Consultancy team - (Lead and 2 assistants: observer and note taker)

Dorcas is leading the Joint Humanitarian Response (JR Lebanon) following Beirut explosion with local and international Partners.  The consultant along with 2 assistants, will be conducting a Rapid Real Time Review (RTR) of the Dutch Relief Alliance-funded Joint Response project in Lebanon. The consultant is in charge of the full scope of the RTR including analysis of the tools, data collection, data analysis and report writing. The administrative assistant is accountable to the JR Field coordinator. 

Main Tasks:

 

  • Review available RTR tools and adapt (ensure they are adapted to the context)
  • Review RTR documentations, develop RTR schedule in consultation with partners.
  • Undertake desk-based review of program documentation.
  • Responsible for data collection.
  • Analyse data and compile learnings into concrete report.
  • Ensure that analysis of data is constructive, do proper investigation of negative findings, check and account for bias in reporting.
  • Ensure information collected is jointly analysed and recommendations developed with team members.
  • Compiles the RTR report using the formats provided.
  • Recruit 2 assistants (observer and note taker) with project management and/or M&E expertise, to be in charge of Conducting RTR data collection and interviews

 

 

Qualifications:

  • Demonstrated experience in evaluation of humanitarian programmes, preferably with RTEs/RTRs;
  • Be based in Lebanon;
  • A sound understanding of the context in Lebanon;
  • Expertise in one or more of the relevant technical areas (FSL, WASH, MPC, Shelter, Protection) for this response;
  • A sound knowledge of Humanitarian Principles; the Code of Conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief; the Core Humanitarian Standards; and Sphere Minimum Standards in Humanitarian Response, as well as an appreciation of key challenges and constraints to their application in the relevant context.
  • Strong facilitation skills and a creative approach to participatory workshops that focus on collaborative learning;
  • Demonstrated analytical, communication and report-writing skills;
  • Fluent written and spoken English;
  • Fluent in spoken Lebanese
  • Desirable: A good understanding of DRA funding;
  • Reflect the vision and values of Dorcas with team members, local staff, beneficiaries and external contacts.

 

The assistant consultants should have:

  • Demonstrated experience in evaluation of humanitarian programmes, preferably with RTEs/RTRs;
  • Be based in Lebanon;
  • A sound understanding of the context in Lebanon;
  • Expertise in one or more of the relevant technical areas (FSL, WASH, MPC, Shelter, Protection) for this response;

Key deliverables:

  • Undertake consultancy within the timeframe agreed
  • Prepare and submit a plan for the consultancy and amend as required
  • Adapt RTR tools (ensure they are adapted to the context)
  • Undertake desk-based review of program documentation
  • Lead data collection and analysis processes
  • Ensure information collected is jointly analysed and recommendations developed with team members
  • Produce and submit report including key information learned, best practices and clear recommendations to improve ongoing projects and help improve the design of future Joint Responses (max 20 pages)
  • Amend report in light of feedback from the DRA partners
  • Submit final report as per timeline agreed
  • Present key findings at reflection workshop

  • Indicative budget including daily rates in USD (cost breakdown in days or hours spent and the related fees for the tasks)
  • One recent evaluation work conducted (preferably RTR or evaluation work in the humanitarian sector)
  • Contact details for two referees for similar type of work.
  • CV of 2 assistant consultants for the RTR team
  • Confirmation of availability for the consultant and the assistant consultants to undertake this work and to deliver the report on time.

Shortlisted applicants will be invited to an interview after which the final candidates will be selected.

Interviews are expected to take place 20 October and 21 October.
