The HR Consultant is responsible for working with UPEL to support the recruitment and onboarding of key project staff, including child protection caseworkers and data collection assistants. The Consultant will be responsible for developing a system and accompanying tools to screen, select, and onboard Outreach Volunteers (OV). This includes developing and / or reviewing job descriptions, safeguarding policies, Codes of Conduct, and capacity development plans, in close collaboration with UPEL and IRC counterparts.

Key Working Relationships

  • Position reports to: Child Protection Emergency Manager (IRC)
  • Indirect reporting: Senior Child Protection Manager (IRC), Programs Coordinator (UPEL)
  • Close collaboration: Child Protection Capacity Building Officer (IRC)

 

Objectives

The main objective of this Terms of Reference (ToR) is to contract a full-time HR Consultant to support UPEL expand its human resources capacity. Specifically, this will involve:

  • Following standard HR policies and procedures to recruit the necessary UPEL staff members by the requested timelines;
  • Coordination with UPEL to ensure that recruited UPEL staff are on-boarded and oriented appropriately and in a timely manner;
  • Review of existing policies and practices related to the management of UPEL’s volunteer network
  • Development of comprehensive selection and onboarding package for UPEL volunteers
  • Providing support for additional HR needs as requested and agreed by IRC and UPEL

Scope of Work

  • Coordinate with the IRC Emergency Child Protection Manager, Child Protection Senior Manager, Child Protection Capacity Building Officers, and Partnerships team to understand UPEL’s recruitment needs and requested support
  • Coordinate with the UPEL Programs Coordinator to facilitate recruitment of new child protection staff, including:
    • Post UPEL job descriptions online and actively share on other relevant recruitment forums to ensure wide exposure to relevant and qualified candidates
    • Screen candidates and develop a short list to be reviewed by the relevant UPEL and IRC staff for interviews
    • Support in the scheduling of interviews, ensuring that representatives of UPEL and the IRC are able to attend
    • Coordinate with the relevant UPEL and IRC staff to follow-up on interviews and finalize selection of candidates
    • Work with the UPEL Acting Director to ensure that offers are extended to selected candidates
    • Provide support as needed to UPEL to ensure that contracts are in place for newly recruited staff
  • Develop selection, onboarding, and management procedures for UPEL Outreach Volunteers (OV), in coordination and collaboration with the UPEL Programs Coordinator and IRC Emergency CP Manager, including:
    • Review and / or develop the OV profile, and roles and responsibilities
    • Review and / or develop the OV selection criteria and screening tools
    • Develop the OV onboarding package, including program induction, safeguarding policies, Code of Conduct, and capacity building plans in line with OV roles and responsibilities
    • Develop a database of OVs for UPEL to maintain and engage as needs arise
  • Coordinate onboarding trainings and capacity building opportunities for new UPEL staff and OVs, in close coordination and collaboration with UPEL Programs Coordinator and IRC CP Capacity Building Officer
  • Support additional HR needs for UPEL (e.g., trainings, paperwork, template development, documentation, etc.) as needed and agreed by UPEL and IRC

Timeframe

The HR Consultant is expected to work full-time for the duration of four months, ideally starting in mid-September. The contract may be extended depending on the availability of resources and UPEL’s recruitment needs.

Expected Deliverables

The full-time HR Consultant will be responsible for the following deliverables:

  1. Filling open positions within UPEL, including but not limited to:
    1. 5 x Case Workers
    2. 1 x Data Collection Assistant

Additional staff members may need to be recruited that are not listed above.

  1. Ensuring all newly recruited UPEL staff receive offers and contracts from UPEL
  2. Ensuring all newly recruited UPEL staff are oriented to UPEL and receive thorough onboarding
  3. Development of UPEL Outreach Volunteer selection procedures, including relevant screening and interview tools, volunteer profile, roles and responsibilities
  4. Development of UPEL Outreach Volunteer onboarding procedures, including safeguarding policy, Code of Conduct, and induction and capacity building plan  
  5. Development of UPEL volunteer management database

Minimum Qualifications Required

The ideal candidate will have the following qualifications:

  • Two years of experience in HR and in particular recruitment and onboarding
  • Familiarity with HR policies and processes
  • Highly organized and efficient
  • Ability to work independently and with flexibility
  • Excellent interpersonal skills
