1.  Background

The Arab Resource Center for Popular Arts (ARCPA), commonly known as AL-JANA, was established in 1990 as a local non-governmental organization registered in Lebanon under registration number 54/ ED. ARCPA works with marginalized communities in Lebanon through documenting their enriching experiences and creative contributions and building on them, while at the same time enhancing the capacity of youth towards conflict transformation, active learning, and creative expression. 

During the year 2017, ARCPA implemented a project in cooperation with its partner forumZFD entitled “Linking Communities in Time of Conflicts (Lincs),” with funding from ifa/ Zivik. The project was followed by Lincs-Phase II, Empowering Linked Communities in Times of Conflict – E-Linc, and now E-Link II. All project phases aim at mitigating tensions between refugee and host communities in Lebanon and promoting their ability to face the crisis and the sectarian conflict through innovative initiatives and empowering interventions that bring Syrian refugee communities, Palestinian refugee communities, and Lebanese host communities together.

Building on successes achieved, E-Linc II 2020 focusing on three main key actors (NGO staff, refugee and host community women, and refugee adolescents and youth) and working towards three main outcomes:

  • Outcome 1: Volunteers, activists and CSO members of different nationalities (Syrian, Palestinian and Lebanese) are enabled to use Conflict Transformation, Non-Violent Communication Tools and the “Memory of War/Memory from a Different Lens” handbook to work with children, youth, and adults to examine and reassess multiple narratives of violence and conflict to find non-violent alternatives to deal with them and to contribute to better acceptance of the other.
  • Outcome 2: Inter-community cohesion and relations improved through the active and collaborative involvement of families, especially women, in joint artistic and cultural events in areas of conflict.
  • Outcome 3: Refugee adolescents, youth, and their peers from the host community are exposed to other cultures and given the chance to express their thoughts and ideas, build compassion, and respect the situation of the respective groups.

Outcome 4: Refugee and host community youth are better able to voice their realities and experiences, build compassion, and respect the situation of the respective groups. ​​​​

2.  Purpose of the Evaluation 

The overall purpose of this end-of-project evaluation is learning and accountability. Focus should be placed on assessing the achievement of outcomes, identifying implementation successes and challenges, and linking components with the Core Humanitarian Standards (CHS) at community and social levels. Lessons learnt should build on all project phases and recommendations provided should serve to improve subsequent projects with emphasis on promoting impact achieved and sustainability.

 3.  Scope of the Evaluation 

The proposed evaluation will focus on the project’s underlying theory of change and work to cover and concentrate on the analysis of the situation, target group, organization, partnerships, and the project itself. It will look at the following main components and should provide answers to the five OECD/ DAC criteria.

  3.1  Relevance 

  • Was the project relevant to the context and national policies/ strategies/ actions available in Lebanon?
  • To what extent did the project answer to the needs of the different key actors targeted? To what extent are these needs still valid?

3.2  Effectiveness 

  • Did the project successfully meet the needs of the beneficiaries as identified in the planning phase?
  • To what extent are the outcomes of the project likely to be achieved or to what extent have they been achieved?
  • To what extent were milestones/ process indicators realistic and attainable?
  • What were the main internal and external factors influencing the achievement or non-achievement of key outcomes?
  • What methods were used during project implementation? Were they effective in helping the project achieve its intended outcomes?

 3.3  Efficiency  

  • Was the project planning and implementation participatory and cost-efficient? Were resources utilized appropriately?
  • What methods were used during project implementation? Were they efficient?
  • Were outputs achieved on time?
  • What are the lessons learned? 

  3.4  Sustainability  

  • To what extent would the benefits of the project continue after donor funding ceases? Can a sustainable impact beyond the immediate project be recognized or expected on the key actors?
  • How can sustainability be improved in future interventions?

  3.5  Impact

  • What real or potential difference has the interventions provided made to the key actors?
  • How did the project progress towards its theory of change and what impact did it leave?
  • How has the project contributed directly or indirectly to mitigating tensions and promoting resilience?

  3.6  Humanitarian Standards

  • Which of the Core Humanitarian Standards did the project follow/ account for? 

The above questions shall serve to guide the evaluation process. However, the Consultant is expected to refine these questions during the inception phase.

 4.  Methodology 

This evaluation is expected to be qualitatively dominant. However, the possibility of integrating quantitative tools should be assessed and explored as well.

Given the learning outcomes to be derived from this project, it is essential that the evaluation process engages partners and beneficiaries. A detailed methodology should be submitted by the Consultant two weeks after contract signature as part of an inception report.  

 5.  Deliverables 

The following deliverables are expected to be received from the Consultant/ Group of Consultants:

  • Evaluation plan, methodology, and data collection tools two weeks after contract signature in an inception report
  • Draft report four weeks after contract signature 
  • Final report one week after receiving comments from ARCPA
  • A summary sheet in Arabic outlining the project’s main lessons learnt and recommendations for future interventions

 6.  Qualifications

Candidates are expected to possess the following key qualifications: 

  • University degree in social sciences or relevant fields
  • At least five years of experience in conducting external evaluations in Lebanon, including experience in working within the refugee context 
  • Experience in evaluations/research relating to peacebuilding and conflict transformation 
  • Fluency in English and Arabic
  • Strong interpersonal communication skills
  • Demonstrated ability to handle sensitive information with discretion and professionalism
