Role Purpose

The SRHR Programme Officer will contribute to ensuring the quality of GBV and SRHR projects implemented by Plan’s partners and promoting integration with other sector interventions including Child Protection, Education and Economic Empowerment.

Dimensions of the Role

Under the guidance and direct supervision of the Programme Manager, the SRHR Programme Officer will be providing technical assistance to partners, assuring quality of programming and ensuring adequate coordination and communication on GBV & SRHR.

 

Accountabilities

Monitoring and Implementation:

  • Work closely with Plan International Lebanon’s GBV & SRHR manager and implementing partners to ensure that activities are implemented in a coordinated and phased manner, in accordance with Plan International’s GBV SRHR approach, best practices and policy.
  • Provide technical guidance and direction including ongoing training, coaching and mentoring to partners’ staff members to ensure quality programming in compliance with Plan International’s GBV & SRHR standards and policies.
  • Coordinate closely with partner organisations’ teams to improve the quality of GBV & SRHR programmes and activities.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate SRHR analysis, planning, evaluation, and advocacy.
  • Ensure regular communication with GBV & SRHR Manager to integrate appropriate technical inputs and priorities in program design implementation.
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • Develop and implement a comprehensive monitoring and evaluation framework for projects in coordination with the MERL Coordinator, CP Program Manager and partner organizations.
  • Maintain ongoing surveillance of the developing humanitarian and security situation in target areas and adjust activities accordingly.
  • Ensure that different sectoral activities are implemented in a coordinated and cohesive manner.

 

Coordination, Communication and reporting:

  • Provide updates and reports on SRHR activities, technical/program approaches, lessons learned, and success stories to the GBV & SRHR Manager;
  • Ensure adequate and accurate reporting of data on Activity Info, internal databases, and Sitreps.
  • Participate in RH Sub-Working Group, and other relevant coordination entities, when needed.
  • Attend regular calls, meetings, etc. as required by Plan International.
  • Maintain flexibility to take on added responsibilities as and when needed.

 

Human Resources

  • Coordinate and/or implement training and briefing of Plan International partners, and other key stakeholders on SRHR and/or related issues.

 

Other Responsibilities:

Success Metrics: No violations of the corporate standards and policies.

  1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  2. Complies with corporate policies and standards: Safeguarding Children and Young People Policy, IT Policy, Anti –Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, Whistle Blowing, HR Policies and Procedures.
  3. Ensures commitment to Plan’s position on promoting girls’ rights and gender equality, and integrating this into all aspects of work.

Demonstrable knowledge and understanding of:

  • The context in Lebanon, particularly on issues affecting the rights and well-being of children and young people, especially girls and young women.
  • Local laws in Lebanon relating to children’s rights and gender equality.
  • Global minimum standards, including the IASC Guidelines on GBV, Gender, and MHPSS, Child Protection Minimum Standards, WHO and UNFPA guidance, and Protection principles.

Qualifications and Experience

  • A Bachelor’s Degree in Social Work, Psychology or similar is preferable.
  • At least three years of demonstrated experience working in the SRHR field with at least 2 in humanitarian or refugee settings.
  • Minimum 2 years of experience working in project management or monitoring
  • Strong experience in working with adolescents and youth.
  • Proficiency in Microsoft word and excel.

 Skills

  • Strong commitment to safeguarding and gender policies both inside and outside the workplace.
  • Excellent facilitation skills and ability to deliver trainings.
  • Strong character traits, including team work, striving for high performance, emotional stability, resilience, adaptability, and ability to handle stress, strong initiative and self-motivation, cultural and gender sensitivity.
  • Excellent written and oral communication skills, with excellent command of spoken and written English and Arabic.
