Economic Expert/Luxury Goods Tax – Lebanon Economic Reform and Infrastructure Investment / Technical Assistance Facility (LERII-TAF) Programme

About the Programme

LERII-TAF is a 4-year £10m programme funded by the UK Department for International Development (DFID) as a result of the UK’s pledge at the CEDRE Conference. The programme started in January 2020 and will run until January 2024. LERII-TAF offers demand driven technical assistance to Ministries, Departments and Agencies (MDAs) within the Government of Lebanon that are responsible for implementing fiscal, structural and sectoral reforms. LERII-TAF will help MDAs identify and deliver successful economic reforms to mitigate the economic and financial crisis as well as the secondary impacts of COVID-19.

Scope of Work 

The Lebanese Council of Ministers approved on a financial recovery plan in April 2020. One of the plan’s goals is the adoption of revenue-enhancing measures are expected to yield up to 3.7% of GDP by 2024. One of the measures the government intends to implement is the increase of Value added tax (VAT) on luxury goods from 11% to 15% and more; this helps enable long term fiscal sustainability and stability. The Ministry of Economy and Trade requested from LERII-TAF technical assistance in identifying a list of luxury goods that are relevant and applicable to Lebanon. To that end, LERII-TAF is currently looking for an independent consultant to support MoET with leading the delivery of the following tasks:

The consultant is expected to work with the LERII-TAF Reform Manager(s) and MEL Manger to develop the approach for this intervention.  This approach may include such activities as:

  • Mapping out categories of luxury goods in various countries.
  • Identifying luxury goods that are compatible with the Lebanese context through research and understanding of the Lebanese market characteristics and tax compliance.  
  • Selecting the appropriate approach to identifying luxury goods. This is dependent on data availability and quality as part of the calculation of the elasticity of the luxury goods. If there is insufficient or poor-quality data, the alternative measures will need to be identified such as benchmark across other countries or other alternatives identified by the consultant.
  • And any other support required by the reform managers and MEL manager.

Key Deliverables to be confirmed and validated

These are indicative deliverables that are to be discussed and agreed upon during the first kick-off meeting with the LERII-TAF team.

  • A clear methodology of the approach

Submission deadline: August 07, 2020

  • A list of compiled findings on luxury goods from different countries

Submission deadline: August 14, 2020

  • A document that provides the necessary justification and methodology of behind choosing the list of luxury goods, such as elasticity calculation or other alternatives identified by the consultant.

Submission deadline: August 31, 2020

  • List of the luxury goods specific to Lebanon identified.

Submission deadline: August 31, 2020

The above deliverables’ due dates are subject to change and are yet to be confirmed by the Ministry of Economy and Trade.

Requirements:

  • Master’s degree in Economics with Econometrics background, Science disciplines with strong data analytics
  • A minimum of 10 years of relevant working experience
  • In-depth knowledge of Lebanese taxation system
  • Previous international experience working on similar tax calculations and elasticities
  • Understanding of VAT design and rollout, including registration mechanisms, services provision, and compliance management preferred
  • Experience and comfort interacting directly with senior members of the Lebanese Government  
  • Strong background in data collection, data analysis and presentation
  • Strong analytical skills and the ability to manage, process and work with large amounts of data with quantitative and qualitative research background
  • Good written and verbal communication skills
  • Demonstrate keen attention to detail with excellent mathematical skills
  • Fluency in English and Arabic – oral and written

Reporting lines: Reporting to the LERII-TAF Reform Manager

Start date: as soon as possible, but no later than 03 August 2020 

End date: 31 August 2020

Level of effort: Up to 22 days depending on the agreement on deliverables and timelines

Main office location: Beirut, Lebanon. Occasional travel to other districts might be required.
