  • Project Objectives:
  1. Build community assets that strengthen livelihoods and enhance resilience for vulnerable Lebanese and Syrian refugees.
  2. Enhance strengthening locally owned businesses through  improving local economy such as restaurants, shops, hotels and touristic resorts and  attract new businesses
  3. Enhance tourism activities, favoring social interaction and improving socio-economic and health well-being.           
  • Detailed activities:
  1. Identification and recruitment of 21 key persons: A team of 21 key persons will be indentified in the area of Becharreh and will be recruited to be part of the project process.
  2. Capacity development: A curriculum will be developed tackling 4 main topics in order to leverage their skills and knowledge: 1- Placemaking as a participatory design process, 2- Photoshop and visualization, 3- Safety and security and life skills.
  3. Identification recruitment of 129 Cash for Work (CfW) daily workers: these daily workers will be identified between the neediest people in the area of Bsharri as per the Vulnerability selection criteria. The Project team will encourage women to be part of this project.
  4. Technical skills and security training: The technical skills trainings will include small construction trainings (rehabilitation, painting….) and agricultural trainings (pruning, planting, transplanting…) that will build the participants’ skills. 
  5. Design and Competition: After conducting a participatory assessment, a preliminary vision statement is presented and a competition will be held between the participants and 3 concepts will be chosen by a Jury of professional and artists from the area of Bsharri.
  6. Selection of the final project: the final project will be validated and selected through a voting process.
  7. Implementation/rehabilitation and embellishment of the facades: in collaboration with the municipality of Bsharri the daily workers will start the implementation phase under the supervision of the 21 key persons.

Project Coordinator Position:

 The Project Coordinator - Engineer maintains relationships with key stakeholders to follow- up on the design and technical implementation of the daily work and activities related to the project.

Specific Duties and Responsibilities

  • Undertake technical site visits in designated areas for identified works.
  • Prepare and review feasibility studies and formulate project ideas. Prepare preliminary designs, bills of quantity (BOQs), cost estimates, and summaries of technical specifications for the required works, in coordination with the Municipal Design Coach. S/he will also prepare drawings if necessary, provides pictures of site conditions, and proposes solutions to potential issues, among other tasks.
  • Provide technical support to answer bidders’ queries and conduct site visits during the bidding process.
  • Follow up on technical issues with local authorities, partners, and staff.
  • Supervise, monitor, and report, in coordination with the Project Manager and the Municipal Design Coach on works implemented by daily workers and suppliers to ensure proper implementation; provide technical guidance; and ensure that works comply with technical specifications and drawings and are implemented according to schedule.
  • Validate the quantity and quality of the works according to the established quality control process and submit technical report to the Project Manager.
  • Approve receipt of goods and supplies on behalf of CSP in coordination with the Project Manager.
  • Communicate any delay or schedule amendment to the Project Manager.
  • Ensure that all necessary documentation, including but not limited to material submittals, engineering and shops drawings, and as-built drawings, is electronically filed for each construction project.
  • Write site visit reports and technical reports.
  • When needed, support the Project team in conducting community visits and meetings with stakeholders, local partners, and beneficiaries in the field, as well as any other follow-up tasks with the local community.

  Minimum Qualifications

  • Engineering  University degree is required.
  • At least 5 years of professional experience in engineering, construction, or another relevant area of expertise.
  • Experience in construction project design, implementation, oversight, or monitoring is preferred.
  • Excellent communication, reporting, and networking skills.
  • Proven experience fostering effective relationships with a variety of stakeholders, including local government, community-based organizations, and the private sector.
  • Experience working with communal committees and donor-funded projects is an asset. 
  • Ability to work independently and as part of a diverse team.
  • Fluent spoken Arabic and English required.

 Reporting

The Project Coordinator-engineer will report directly to the Project Manager. S/he will be coordinating on engineering/technical aspects of the activities with the Municipal Design Coach.
