JOB SUMMARY:

The Compliance and Reporting Officer will assist the PD in reviewing and finalizing all reports while ensuring full compliance with USAID and CL guidelines and regulations, and will also be responsible of the periodic progress report and other reports required by USAID.

The Compliance and Reporting Officer is also responsible for ensuring all program activities are in compliance with USAID and Caritas Lebanon rules, regulations, and policies

He/she will be responsible for working with the Operations Manager, Grants Manager and Project Officer to monitor grants.

Key duties including review of key grant terms, calculation of ongoing run rate and coding compliance and reporting – both internally and externally, and ensuring compliance of the grantees with grant terms.

 

TASKS AND RESPONSIBILITIES:

The Compliance and Reporting Officer should work closely with the Program Director, Operations Manager and Finance Manager to:

  • Review and approve all documentation by Operations department and Grantees.
  • Control and oversee the grant application, approval, implementation, and close-out processes.
  • Control and oversee the contract development, approval, implementation, and close-out processes.
  • Revise and update the compliance system.
  • Work closely with all the operations department and specially the GM and be always aware of all the progress on all the projects.
  • Ongoing monitoring of grant budgets and expenditures to ensure targets are met
  • Ensure program activities are in compliance with USAID and CL rules, regulations, and policies
  • Monitor all administrative and financial details concerning issuance of grants.
  • Understand and adhere to all USAID, CL and program rules and regulations concerning grants, financial compliance, environmental compliance, gender compliance, construction compliance, branding and marking policy, and subcontracts.
  • Monitor grant activities during the implementation cycle to ensure delivery and disposition of goods and services.
  • Provide continuous assessments of grantee performance delivery against project objectives.
  • Review all grant activities for compliance with program policies and USAID regulations.
  • Conduct comprehensive final review and close out of grant activities.
  • Coordinate in reviewing and finalizing all reports while ensuring full compliance with USAID and CL guidelines and regulations.
  • Responsible of the periodic progress report and other reports required by USAID.
  •  Other duties as assigned.

 

INTER-RELATIONS: 

  • The Compliance and Reporting Officer works in close coordination with the Program Director, Operations Manager and Finance Manager to overview the overall management of the grants.

 

JOB TERMS:

  • Monday to Friday 8:00 am to 4:00 pm 

 

JOB RELATED SKILLS:

  • Ability to achieve operational objectives by contributing information and recommendations to strategic plans and reviews
  • Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines and work with attention to details
  • Solid project management skills
  • Project planning, organizing and management techniques
  • Ability to successfully initiate and maintain positive relationships with communities and NGOs
  • Skill in establishing priorities
  • Strong interpersonal skills and ability to deal effectively in team environment
  • Excellent knowledge of English and Arabic; French is a plus
  • Excellent reporting, communication and interpersonal skills
  • At least 3 years of USAID grants/contracts management experience, including strategic planning, program operations, and systems management is desirable.
  • Demonstrated knowledge of USAID regulations and compliance requirements

 

COMPUTER SKILLS

  • Microsoft Office
  • Microsoft Windows 

 

EXPERIENCE:

  • At least 6 years of experience in relevant field is desirable.
  • Prior similar responsibility under USAID programs is desirable.
  • Have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities.
  • Experience in program development, donor compliance, monitoring, evaluating and reporting
  • Prior similar responsibilities on handling and administering grants are essential.
