JOB SUMMARY:
The Grants Manager is responsible for the day-to-day management of grants, subcontracts, he/she is also responsible for ensuring grant in compliance with USAID and Caritas Lebanon rules, regulations, and policies.
The GM will take the lead responsibility for all aspects of grant management and reporting in compliance with USAID regulations. Key duties include managing the grants process from development of proposal budget, review of key grant terms, calculation of ongoing run rate and coding compliance and reporting – both internally and externally, and ensuring compliance of the grantees with grant terms.
TASKS AND RESPONSIBILITIES:
At the level of the award:
The GM should work closely with the Operations Manager and Key Personnel to:

Ensure successful completion of the objective of the award in line with rules and regulations of the donor reflected within the Cooperative Agreement
- Abide by all USAID guidelines, regulations and requirements
- Contribute to yearly work plans
- Contribute to yearly financial plans
- Contribute to yearly M&E plan
- Coordinate with other units and teams
At the level of the Grants Management Unit:
- Ensure proper execution of the policies and procedures indicated in the Grants and Procedures Manual (GPM) as per USAID guidelines, regulations and requirements
- Support in finalizing grants evaluation and selection criteria
- Provide reports to the evaluation and selection committee
- Support applicants in finalizing application documents
- Day-to-day management of grants
- Performing grants management functions such as budget amendments, plan changes etc.
- Ongoing monitoring of grant budgets and expenditures to ensure targets are met
- Ongoing monitoring of grant program goals and monthly performances
- Communicating and follow up with sub-grantees
- Ensure grant and procurement activities are in compliance with USAID and CL rules, regulations, and policies.
- Manage in close coordination with the Operations Manager all aspects of the grants.
- Monitor and manage all administrative and financial details concerning issuance of grants. This includes, but is not limited to:
- Develop Negotiation Memos with USAID, Exit Plans, Certifications as per USAID standard provisions, administrative requirements for grants, and finalize the TORs / SOW for external consultancy services.
- Work jointly with the Operations Manager and Finance Department in order to finalize the contracts and MOUs of sub-awardees, and book of conditions.
- Assist technical staff in developing Statements of Work and other grant design elements.
- Maintain responsibility for the solicitation of proposals and ensuring that all grant requirements are met.
- Documenting the decision of the committees and following up with applicants.
- Ensuring efficient processing of all grants documents through the required approvals.
- Monitor the delivery of goods and services (installation, testing and commissioning of procurements if applicable).
- Coordination with grantees during the execution of their grant when needed, including tracking milestones, payments, compliance, delivering training to improve grantee administration capacity, working with technical staff on timelines and deliverables, ensuring proper files are kept.
- Analyze the budget estimates and during execution to ensure feasibility, consistency, allocable costs, and compliance.
- Make regular reports on grantee performance and signal any significant delays or other issues in implementation to the Operations Manager or grants committee. Make regular reports on funds obligated, disbursed, and set aside for specific programmatic objectives.
- Ensure timely communications with program and M&E unit on any and all issues and items concerning grantee achievements, notable events, performance, completion of milestones, and any other issue of interest.
- Keep complete files of all documentation generated with each grantee, including applications, contracts and deliverables, communications (posters, press releases, printed documents, media documents), documentation of emails and letters etc. The Grants Manager must also ensure that program staff keep and archive these records in the grant files.
- Responsible for all documentation related to closeout of grants.
Compliance:
- Understand and adhere to all USAID, CL and program rules and regulations concerning grants, financial compliance, environmental compliance, gender compliance, construction compliance, branding and marking policy, and subcontracts.
INTER-RELATIONS:
- The GM works in close coordination with the Operations Manager, Program Director, and Finance Manager to overview the overall management of the grants.
- The GM manages the Field officer.
- The GM coordinates with CL partners and sub-grantees regarding the compliance (i.e. environmental).

- Experience in program development, donor compliance, monitoring, evaluating and reporting
- Excellent knowledge of English and Arabic; French is a plus
- Excellent reporting, communication and interpersonal skills
- Good computer applications skills.

EXPERIENCE:
- At least 6 years of experience in relevant field is desirable.
- Prior similar responsibility under USAID programs is desirable.
- Have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities.
