Tabletop Drill

The Union of Tyre Municipalities (UoTM) has realized the critical gaps in disaster risk management and rapid response mechanisms in Tyre Caza, and that disasters can cause significant losses of lives as well as infrastructure damage and devastating financial losses. To fill these gaps and improve the rapid response mechanism in the Caza, UoTM, supported by the Embassy of Switzerland in Lebanon, has established an effective Rapid Response Unit (RRU) for Tyre; RRU coordinates the work of the main emergency and response organizations acting in the Caza to enhance the quality and efficiency for emergency responses. RRU gathers the main stakeholders active in disaster and emergency response such as the Lebanese Red Cross, Civil Defense, Risala Scout and Islamic Health Association, in addition to the Lebanese army, Internal Security Forces, line ministries, etc. The main goal of the RRU is to save lives and reduce the impact of natural and man-made disasters that might occur in Tyre Caza.

Currently, UoTM is implementing the third phase of the project that aims at upgrading the capacities of the RRU and expanding its knowledge at the local level (south Lebanon).

The Tabletop Drill should prepare UoTM – RRU employees and responders to minimize the impacts of a disaster and improve the response mechanism. Below are some specific objectives of the exercise:

1. 1. To conduct a tabletop testing of the utility and applicability of the rapid response checklists developed by the RRU in Tyre.
   2. to familiarize participants with roles, responsibilities, plans, procedures, and equipment as well as to test the preparedness of the first responders and their readiness for intervention.
   3. to practice aspects of the response plan and prepare teams and participants for more extensive exercises in the future.
   4. To check the communication mechanisms, the training levels, the resource management and the teamwork of the different response stakeholders and support teams.
   5. To identify areas for further refinement in the developed checklists
   6. To engage stakeholders in a culminating activity that reflects a real life scenario

Responsibilties of the consultant:

1. 1. To prepare the scenario of the Tabletop Drill in cooperation with UoTM _ RRU
   2. To distribute roles and responsibilities on participants during the exercise
   3. To manage, control and monitor the tasks during the exercise
   4. To prepare an evaluation/results report on the exercise including the work efficiency, weaknesses and gaps and propositions for future steps to be undertaken. 

Tabletop Drill participants:

   3. Security forces (LAF, ISF, SS …)
   4. Hospitals, Ogero, Electricity company …
   5. Concerned public administrations
   6. UNIFIL (as observers)

Financial Proposal:

You have to send Numbner of days , and Cost per day (USD) in a separate attachment for the following:

• Preparation for the Tabletop Drill including meetings with the main stakeholders

• Implementation of the Tabletop Drill

• Data Analysis, Reporting and remedial suggestions

• Follow with the main stakeholders up on the suggestions (including corrective measures and training)
