Monitoring and Evaluation (M&E) Specialist- Consultancy

During 2019, AFDC had implemented the advocacy project “Awareness, Capacity Building and Policies for Paper Reduction in the Education System of Lebanon” supported by the USAID-funded Building Alliances Local Advancement Development and Investment- Capacity Building (BALADI CAP) program  in collaboration with the Ministry of Education and Higher Education and the Center for Educational Research and Development. Through this project a policy paper was developed to reduce the paper use in the educational system in Lebanon and an intervention plan that shed the light on the suitable solution to reduce, reuse and recycle the used papers during each academic year.

During 2020, AFDC will be implementing the second phase of the advocacy project “Consolidation of the Enabling Environment for the Reduction of Paper Use in Lebanese Schools – Paperless Phase II.” For this proposed project, AFDC will recruit a monitoring and evaluation (M&E) specialist to develop a monitoring and evaluation (M&E) tool to measure the paper consumption at schools before and after the intervention.

Role and Responsibilities:

The monitoring and evaluation (M&E) specialist will be responsible of developing a monitoring and evaluation (M&E) tool to measure the paper consumption at the pilot school and how it will be reduced after the intervention. The specialist will be responsible to track down the process of paper reduction in the selected schools through specific and measurable indications.

• Provide technical support on M&E for AFDC team;
• Lead on the designing, coordinating, and conducting baseline, and end-line evaluation;
• Lead on the designing and testing tools for M&E data collection;
• Train AFDC team on using the tools and on data collection and analysis;
• Pilot tools to ensure its reliability and validity before widespread use;
• Conduct field visits to pilot schools tomeasure the paper consumption and track down the process of paper reduction in selected schools;
• Provide all the data collected;
• Provide with data analysis and reporting of final results;
• Deliver the final report with all the data collected and analyzed. 

Qualifications:

• Education:  Master’s degree in a development field, social science, economics, or relevant discipline.
• Prior Work Experience: Minimum of five years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.
