The YMCA (Young Men’s Christian Association) is one of the oldest and largest Movements for youth in the world. Founded in 1844, it now operates in 119 countries, reaching 58 million people, bringing social justice and peace to young people and their communities, regardless of race or religion.

Lebanon YMCA is an endogenous NGO founded in 1890, and registered during the French mandate in 1931. The YMCA now operates large programs in the health sector, environment, vocational training, women's empowerment, and more. With an approach to aide that places no preference on religion or political affiliations, the YMCA has become synonymous with impartiality, reliability and strong program management .The organization works with communities to identify local needs and solutions. This methodology assures that program beneficiaries are receiving the assistance that they need and want to improve their overall quality of life. By serving communities with the projects that they value, the YMCA creates a sense of ownership and gains the trust of beneficiaries, partners and counterparts in the region.

 

Description of the assignment

 

Project overall Objective:

The overall objective of the project is to mitigate the Impact of the Syrian Crisis on Refugee and Host Communities in Lebanon through Youth Empowerment. The project aim at improving the livelihood prospects and capacities of young people in the host communities and the refugee population, as well as contribute to improving their general well-being by providing a range of livelihood, life skills and vocational training opportunities.

 

Project specific objectives

  • Improve livelihoods & economic opportunities for 840 host & refugee communities, with a notable improvement for young women through different vocational trainings, livelihood monitoring forms; case studies; baseline surveys; final evaluation.
  • Strengthen prospects for community harmony between host and Syrian refugee communities in different villages in Bekaa and Beirut through youth-focused livelihoods and youth participation, monitoring forms, advocacy strategy, focus group discussions, case studies, baseline survey and final evaluation
  • Improved psychosocial wellbeing for young people in both communities that have suffered due to the conflict or the conflict's impact on their community through monitoring forms, advocacy strategy, focus group discussions, case studies, baseline survey and final evaluation.

 

Evaluation objectives

The main objective of this consultancy assignment is to assess the overall achievement of the project and quality of implementation as well as the overall impact of the project. The consultant will work with YMCA team to document the project results based on the outcomes with clearly indicative measurements and result-oriented methodology.

 

Methodology

  • At the very beginning of the project, the consultant will have Skype meeting with YMCA Finnish staff in addition to direct meetings with YMCA Lebanon staff. This is a very important aspect of the assignment, as the ToR will be discussed at length to ensure that YMCA and the consultant create mutual understanding on the volume and quality of work expected.
  • A detailed work plan/study design will be developed by the consultant in line with the discussion/suggestions with the YMCA team. The plan will describe detailed activities and their time line of completion. The work plan will be approved from the YMCA Operations Manager.
  • The consultant will undertake a comprehensive desk review of the existing project literature. The literature review will include but not limited to the project proposal, Logical Framework, reports, Detailed Implementation Plan, monitoring reports, case studies, baseline/end line reports and other relevant documents and reports prepared by YMCA and its partner. The project staff will assist and provide all relevant key project documents for the review.
  • Based on the literature review the consultant will develop the methodology for primary data collection. The methodology will be developed in line with project indicators, purpose and objectives of the study. The research tools and guidelines will be shared with YMCA for its comments before finalization, and it will include both quantitative and qualitative questions.
  • The consultant will propose and share the sampling after the desk review period. During desk review period the consultant will develop the selection criteria for the 2 target areas: Bekaa and Beirut.
  • Data collection plan will include schedule and details of field visits/interviews. The field work plan will be finalized in close consultation with YMCA.
  • Data analysis will start parallel to the data collection exercise. Qualitative and quantitative data will be analyzed. At the end of analysis period, a draft report will be produced and shared with YMCA for comments/feedback. Report will be produced on the agreed format and will be updated in line with comments/feedback of project team.
  • The consultant will report to the YMCA Operations Manager.
  • It is anticipated the evaluation will take approximately 10 to 12 days.

Individual consultants to apply. The profile of the individual consultants needs to meet the qualification requirements below.

Qualifications and Skills:

  • PhD degree in relevant field is a necessary: Master degree in relevant field areas and extensive (more than 5 years) managerial experience in the relevant fields would compensate for the absence of PhD degree;
  • More than 5 years of experience in research and strategy/organizational development/project management and review;
  • Extensive experience of working with national and international organizations and specifically in complex environments in the field of social accountability, psychosocial support, good governance, civil society engagement, public budgeting and institutional development.
  • Excellent attention to detail and evidence of quality outputs from previous assignments;
  • Fluent English
  • Good qualitative and quantitative analytical skills;
  • Good reporting and presenting skills;
  • Punctuality and availability to complete the work on time;
  • Knowledge of Syrian refugee crisis is an asset.
