Local Consultant/s- Development of a Training Toolkit

Project Overview

This project aims to implement a programme of education, awareness, accountability and engagement around political participation targeted at both the electorate and political parties, thereby further increasing both the Lebanese public’s awareness about the roles and responsibilities of elected officials and senior government employees and the public’s role as responsible citizens in holding elected officials accountable. This project will also motivate political parties to monitor their own work in order to promote political participation and improve good governance practices.

Job Purpose

To develop education training packages for local NGOs and CSOs as well as the general public, on the following subjects:

•           The roles and responsibilities of elected and senior government officials.

•           The roles and responsibilities of local governance stakeholders. 

•           The role of citizens in monitoring the work of the government. 

•           A guide on how citizens can reach out to their elected officials. 

•           The role of women in political life, and the importance of female.

This toolkit package development seeks to achieve two specific objectives:

• Establish engagement and partnerships with NGOs and CSOs that empower the public to hold elected officials accountable to their promises
• Citizens and CSO/NGO-led activities are aware of the roles and responsibilities of their elected officials and local governance actors and how to engage with them

Main Tasks

Under this assignment the consultant is responsible for:

• To conduct related desk and literature reviews about the subjects.
• To take by all the necessary research methods the consultant finds suitable to gather all the required information.
• To conduct a series of interviews with subject related experts and stakeholders, if needed.
• To perform thorough background research related to the topics, including but not limited to women in leadership and success stories to be included in the toolkit package.
• To write and develop the toolkit package to be used by NGOs and CSOs as a reference
• To develop the toolkit/material to be used for a ToT (based on the main toolkit prepared)
• To develop a pre and post-assessment forms
• To facilitate an inception training course for NGOs
• To coordinate and hold the trainings
• To work closely with LADE’s project manager on developing the chapters and examples that will be incorporated in the toolkit package, taking into consideration all the remarks and adjustments required by LADE

Deliverables

As part of his/her work the successful candidate is expected to submit the following deliverables:

• An outline of the toolkit package that he/she will develop
• A comprehensive and user-friendly toolkit package for both local stakeholders and citizens
• A training agenda and material for the ToT in March 2020
• Trainings for the NGOs representatives on the topics

Minimum Qualifications:

Education and Experience:

• A university degree in either political science, law, gender studies, social sciences or any related field is required
• Previous experience with NGOs and international organizations
• Understanding of political internal context vis-à-vis legal framework, in particular, strong background & expertise in relation to the Lebanese constitution and laws
• Ability to analyse information, evaluate options and to plan strategically
• Strength in interpersonal, communication and presentation skills.
• At least 5 years of experience in social sciences and related issues
• Commitment to and understanding of LADE’s aims, values, and principles including rights-based approaches.
• Prior experience in curriculum and toolkit development is an asset.
• Specific knowledge and background in the topics mentioned is needed. 
• Fluency in written and spoken Arabic, good written and spoken English. French is an asset, noting that the kit and the trainings should be developed and provided in Arabic.
