Background
The SCO in Lebanon aims at shaping water management in Lebanon by a close support to the Bekaa Water Establishment (BWE), which is responsible for the water and sanitation services in the Bekaa valley. The purpose of the project aims at serving both, Lebanese communities and Syrian Refugees.
Challenges to water management are multi-faceted. They are not only related to the fragile and weak infrastructure and institutional challenges but also to the very high diversity of Lebanese society in religious, cultural, and political terms.
The Swiss Embassy approach to enhance resilient, sustainable, and conflict sensitive water management in response to the impact of the protracted Syria crisis in Lebanon, builds up on four principal lines of intervention targeting specifically BWE. This current mandate refers to the last of the four following lines of activity:
- Support of BWE in its daily operations with regard to integrated and sustainable management of water resources.
- Contribution to more equitable access to drinking water for Lebanese host communities and Syrian refugees.
- Support to managing Waste Water Treatment Plants (WWTP) in an effective and environmentally sound manner
- Contribute to improved water quality and safe drinking water in the Bekaa Valley.
The intervention of the SCO includes improvement of infrastructure and operation of water supply systems as well as enhanced operation and maintenance (O&M) of WWTP in villages and urban environments in the Bekaa Valley.
Objectives and scope of the mandate
The Embassy of Switzerland through the Swiss Cooperation Office in Zahlé aims at strengthening the HR system of BWE by ensuring appropriate job allocation according to the standing organizational chart and the availability of personnel employed by the institution.
The proposed intervention is based on the outcome and recommendations of the executed self-evaluation under the AquaRating, in particular to strengthen the administrative control in the field of HR management.
The consultant is to carry out the complete staff interview and its assessment in the Bekaa Valley, specifically at the BWE central office and its regional branches.
The consultant will execute following tasks:
- Develop a comprehensive questionnaire, to be discussed and agreed with the Director General and the HR Manager at BWE prior to its application.
- Conduct individual meetings / interviews with all employees, permanent and on contract, of BWE to assess each strength and suitability for his/her present position.
- Elaborate a list of available positions of overall BWE staff according to the prevailing organizational chart of BWE.
- Assess the suitability of the candidate against his/her present position.
- Prepare an extensive report along with recommendation of each individual’s current position against his/her background and professional experience.
- Propose, if suitable re-assignment of individual staff members.
- Provide an inventory list of all the BWE staff, which will be used as a baseline for review, and or elaboration of respective job descriptions, job satisfaction leading to improved workplace atmosphere and corresponding job responsibility.
Timeframe
It is estimated that the duration for the execution of above-mentioned tasks will be 2 calendar month from signing of contract. The consultant will submit a timetable indicating the timeframe against planned sub-activities.
Institutional arrangement
The Consultant will work under the overall guidance of the Head of the Project Office in Zahlé. During the project, s/he is expected to meet with relevant actors and partners to the Bekaa Water Establishment, and other relevant actors including the project team of the Embassy of Switzerland in Lebanon.
Duty Station
The Consultant will need to work for the major part of his/her assignment in the Bekaa valley, Lebanon.
Language of reports, tender documents and correspondence
All documents, reports and technical specifications shall be submitted in English.
Confidentiality
All information of any kind that comes to the attention of the Consultant in connection with the mandate of the awarding authority are to be treated as confidential. The content of the present ToR may only be made available to persons taking part in the execution of the tasks.
This Term of References may not be used for any other purposes than the execution of the above-mentioned tasks.
The Consultant treats facts as confidential that are not public knowledge or publicly available. In cases of doubt, facts are to be treated as confidential. This obligation to secrecy remains valid even after conclusion of the current assignment.
Protected rights
All protected rights that arise from executing the mandate shall be transferred to the contracting authority.
