Call for Policy Analyst consultancy

Description: In the framework of NAHNOO’s work on promoting cultural heritage in Lebanon, we are seeking to hire a Policy Analyst in order to study the policy framework governing the practice of craftsmanship in Lebanon and formulate concrete recommendations for its improvement. The Analyst will be responsible for the development of a policy paper based on the recommendations of a case study research NAHNOO and Badguer conducted to identify the challenges of craftsmen in Bourj Hammoud.

Consultancy period: July-August 2019

Expected working days: approximately 10

Responsibilities:

• Survey existing laws, decrees, regulations, and trade agreements related to the work of craftsmen in Lebanon
• Interview key national stakeholders: e.g. Ministries of Social Affairs, of Industry, of Economy and Trade, of Tourism, of Culture, Association of Lebanese industrialists, Syndicate of craftsmen, Customs authorities, etc.
• Delve deeper into specific problematics recommended by NAHNOO
• Develop a 20-25 pages policy paper which includes:
  • A review of the policy framework
  • An analysis of the gaps (potentially through some comparison with relevant countries)
  • Short-term to long-term recommendations about policy interventions (related to amendments to laws, decrees, regulations, or trade agreements)

Qualifications:

• A minimum of MA (or a Bachelor's degree with over 7 years of experience) in law, public administration, political science, or any relevant field of expertise.
• Demonstrated previous experience in drafting policy analysis papers
• Excellent analytical skills
• Excellent organizational and teamwork skills required.
• Must be fluent in written and spoken Arabic and English
