1.Background Information and Rationale

1.1 Introduction

Euromed Feminist Initiative IFE-EFI is a policy network that provides expertise in the field of gender equality, democracy building and citizenship, and advocates for political solutions to all conflicts, and peoples´ rights to self-determination. EFI encompasses women’s rights organizations from the two shores of the Mediterranean and seeks to correct the gender power imbalances through ending discrimination and oppression of women and bringing about positive change for the whole society. EFI Headquarters are in Paris, with offices in Amman, Beirut and Erbil.

Starting from 1st of September, EuroMed Feminist Initiative is implementing a two-year multi-country project “Strengthening access to protection, participation and services for women refugees, Internally Displaced People (IDPs) and women in the host communities in Lebanon, Iraq and Jordan”. This project is funded by the EU Regional Trust Fund in Response to the Syrian Crisis, the EU MADAD Fund. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs as well as for women in the host communities in Lebanon, Iraq/Kurdistan Region – Iraq (KR-I) and in Jordan.

For the purpose of the project, EFI has built in Lebanon, Iraq KR-I and in Jordan consortia with credible and experienced national and international organizations: In Lebanon with Care International Lebanon, Legal Action Worldwide (LAW) and Lebanese Women Democratic Gathering (RDFL); in Iraq with Baghdad Women’s Association (BWA) and Women Empowerment Organizations (WEO), and in Jordan with Business Development Centre (BDC) and Tamkeen.

1.2 Objectives of the Project

The overall objective of the project is to improve the livelihood, agency, legal and social protection for Syrian women refugees, IDPs and women in host communities in Lebanon, Iraq / KR-I and Jordan. The project seeks to bring to policy level the immediate needs of the most vulnerable women, combining emergency response with development of long-term capacities.

This will be achieved through a two-pronged approach: on the one hand the immediate needs will be addressed by provision of comprehensive and accessible services, supported by community outreach in Lebanon and Iraq / KR-I, and through provision of decent work opportunities in Jordan; on the other hand, the action will support sustainability of achievement in the field of gender equality on both local and national level, beyond the emergency response.

Inclusive, long term development in the three countries will be supported through enhancing the engendering of policies and strategies in general and on the crisis response in particular, by linking them. Development will occur more broadly on the national policy level, by enabling the establishment of the National Gender Observatory in Lebanon, supporting the implementation of National Action Plan for UNSCR1325 (NAP1325) in Iraq and creating an environment that will favour improvement of women’s employment and career development in Jordan.

Comprehensive approach and cross sector activities will contribute to bridging the gap between the realities of women in the local communities, national policies and international women’s rights mechanisms.

 

The specific objectives of the project in Lebanon are:

1. Security and resilience for Syrian women refugees and women from host communities is enhanced through supporting and coordinating comprehensive and structured services and referral mechanisms

2. National institutions, policy frameworks and legislation are more gender sensitive and gender equality and empowerment are sustainably enhanced.

The expected results are:

1.Women have greater and safer access to comprehensive multi-sectoral services - legal, psychosocial, SRR, GBV related services

2.Syrian women refugees and women in host communities are empowered with better knowledge of their rights and access to protection

3.Institutional capacity, awareness and cooperation are enhanced to mainstream gender in national policies and address discriminatory legislation

4.Public awareness and support are strengthened for women’s rights, zero tolerance on GBV and for change of discriminative legislation.

The project pioneers in Lebanon a comprehensive service provision to victims and survivors of violence in 12 centres of the Ministry of Social Affairs and 4 centres at RDFL as well as establishing a National Gender Observatory hosted by the Office of Minister of Women´s Affairs.

The specific objective of the National Gender Observatory is enhancing the institutional capacities and cross-sector coordination mechanisms to ensure that Government of Lebanon’s (GoL) Syrian crisis response is gender-sensitive.

 

2.SCOPE AND SPECIFIC OBJECTIVES

2.1 Scope of work of the Observatory – Reference: Annex 1

A National Gender Observatory is established in Lebanon and is hosted at the Office of the Minister of State for Empowerment of Women and Youth (EEWAY). It is a partnership that  comprises of representatives from key ministries and actors involved in the response of the Syrian crises, independent gender experts and researchers, national and international women’s rights organizations.

The specific objective of the National Gender Observatory is to enhance the institutional capacities and cross-sector coordination mechanisms in order to ensure the improvement of the situation for women and girls in Lebanon, and thereby support an engendered response to the protracted Syrian crisis. This will benefit the situation of most vulnerable - Syrian women refugees as well as Lebanese women and girls in host communities

EuroMed Feminist Initiative provides technical and institutional support to EEWAY in order to develop the methodology for gender-based data collection and to manage its activities.

3. The Overall Responsibility of the Researcher:

The Researcher works under guidance of the Research Policy Group and with the Consultant who assumes the main responsibility for the coordination and implementation of the Observatory´s activities .

 

4.The roles and responsibilities of the Researcher:

  • Report the results regularly and produce bi annual reports and fact sheets and regularly issue policy papers with recommendations. 
  • During the first year, produce a report on the situation and protection needs of Syrian women refugees and vulnerable women in host communities with a focus on protection needs and legal status (ex facilitation of late registration of births, family planning, legal registration of births, etc).
  • Develop methodology for gender-based data collection, provision of on-going analysis and establishment of monitoring and follow-up.
  • Select relevant indicators to evaluate gender gaps on all forms of violence, oppression and discrimination against women.
  • Use and develop existent gender tools in order to monitor and evaluate policies, programs and services and highlight gaps between international human rights laws and women’s rights mechanisms (such as CEDAW, UNSCR 1325, Istanbul Convention) and national policies, strategies and legal frames.Interpret gathered data and formalize the results.
  • Write the final version of the reports.
  • Present and explain the results.    Bring knowledge-based support to the Steering Committee.
  • Provide evidence-based recommendations with identified gender gaps, and alternative propositions to the Policy Research group of the National Observatory.
  • Prepare guidelines for policy response, supporting the adoption and implementation of further instruments, as NAP on UNSCR 1325.
  • Cooperate with advocacy working group of lawyers and legal experts, academics, policy-makers and practitioners, to analyze policy trends and reforms through a gendered lens, aiming to shape and propose to the decision makers a more effective response to the situation on the ground.

5 .Team Collaboration

The Researcher works at the Office of Minister of State for Economic Empowerment of Women And Youth in close collaboration with the International Consultant and the research administrator. The Researcher collaborates with EFI Country Manager and with EFI’s Executive Director. The EU Delegation to Lebanon and EU Madad Fund are also associated in all actions of the Observatory.

6. Positioning Requirement

The Researcher will be working 240 days, with a start date as soon as possible, until the end of the project (31 August 2020) distributed according to the work schedule and in collaboration with the consultant.

7. Skillset

  • Master degree in social sciences or development studies or peace and conflict. Relevant courses related to gender studies.
  • A minimum of eight to ten years’ experience in research.
  • An established record or proven ability to conduct research
  • Substantive knowledge and understanding in gender issues and of the situation and challenges in the MENA region
  • Knowledge of women’s right, international law, including human rights, humanitarian law, criminal law and regional and international human rights mechanisms.
  • Professional competence and mastery of qualitative and quantitative research methods;
  • Mastery of Microsoft Word, Excel and PowerPoint. Knowledge of data visualization software, such as dashboard and tableau is a strong asset.
  • Excellent written and oral communication in English and Arabic is essential. French language is desirable.
