Technical Officer - Positive Youth Development (PYD) and Community Resilience

FHI 360 is currently recruiting for the position of Technical Officer - Positive Youth Development (PYD) and Community Resilience for an anticipated project, CSSF Lebanon: Palestinians Community Resilience Building. This program aims to provide coordinated innovative interventions in support of solutions to improve resilience and stability in the Palestinian camps of Lebanon. The position is contingent on funding. 

Job Summary

The Technical Officer - PYD and Community Resilience will work in close coordination with the Program Manager to oversee the establishment and technical direction of all community-led resilience and youth development activities. S/he will be report to the Program Manager and collaborate closely with partners and other technical and sub-contractor staff.

Position Responsibilities

• Provide technical design and implementation support to sub-contractors and staff to ensure a community resilience approach in target communities where community members are actively engaged as participants and leaders in the full cycle of design, management, and evaluation of community activities;
• Provide technical design and implementation support to sub-contractors and staff in PYD approaches and methodologies;
• Train and collaborate with staff and sub-contractors in implementing FHI 360’s methodologies and provide ongoing technical support and guidance;
• Assist the Program Manager and Project Director with the design and development of the program activity, as needed, after implementation and learning;
• Conduct technical research and improvement of methodologies, as needed;
• Ensure that activities are infused with principles of Duty of Care/conflict sensitivity.

Minimum Requirements

• BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field; Master's Degree preferred;
• A minimum of 4 years’ professional experience with at least three years in a technical role on donor-funded programs related to community development, youth engagement, peacebuilding or local governance, or civil society strengthening projects;
• Experience with Foreign and Commonwealth Office (FCO) rules and regulations and experience working in an international NGO environment highly desirable;
• Familiarity with community resilience, Duty of Care/conflict sensitivity, and PYD approaches;
• Experience with designing and facilitating trainings and/or workshops highly preferred;
• Strong understanding of the political and social context in Palestinian camps in Lebanon;
• Excellent organizational skills;
• Excellent verbal and written communication skills; and
• Fluent in written and oral Arabic and English.
