Reports To:                           Head of Programs
Location:                               Tyre, Lebanon (with travel all across the south region)
 
About Heartland Alliance: Heartland Alliance (HA) advances the human rights and responds to the human needs of endangered populations—particularly the poor, the isolated, and the displaced—through the provision of comprehensive and respectful services and the promotion of permanent solutions leading to a more just global society. In Lebanon, HA provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture and trauma.
                                              
Summary: The Project Coordinator will ensure effective implementation of Heartland Alliance’s (HA) Strengthening SGBV Referral Pathways in Lebanon (SRPL) project in partnership with Mercy Corps. The success of this project is based on the completion and realization of two main objectives:
 
1)       Survivors of gender-based violence (GBV) have increased access to available, specialized services by the end of the project.
2)       Local NGOs or hospitals/health clinics providing GBV and related mental health services have improved organizational and technical capacity, enabling them to increase quality and quantity of service provision by the end of the program.
 
S/he will manage project staff and affiliates, ensure effective coordination with the donor and partners, and oversee financial and project reporting.
 
 
Essential Duties and Responsibilities:
 

Manage/oversee the implementation of the project.
Regularly communicate and coordinate with all partners in the field.
Take initiative to respond quickly to program challenges.
Ensures that all project-related activities and program implementation procedures are conducted in a manner free of corruption or questionable practices.
Represents the organization in a professional and respectful manner.
Provides updates and timely reports on all aspects of the project and related activities when needed.

Represents Heartland Alliance in workshops, meetings and public forums to share program accomplishments
Coordinates and establishes in-office and external coordination meetings
Coordinate procurement; maintain records of purchase orders and goods procured; ensure timely hand-over of procured items to relevant staff; ensure compliance with financial rules in the procurement of goods and services
Administer day-to-day administrative activities and planning of program and budget and ensure timesheets are in order; monitor HA financial obligations such as payment of taxes
Ensure compliance with the personnel recruitment policy; monitor staff attendance, personnel files, leave records
Keep updated records of administrative activities and institutional documents

Preparing a field visits plan and conducts them regularly and provides feedback on any program related concerns using the relevant form.

 
Supervisory Responsibilities: The Project Coordinator will be responsible for overall support for administration and logistics. S/he will assist and develop systems to ensure effective operations through the provision of timely, reliable, cost effective and highly efficient administrative and logistical services and support to all divisions and programs.

Education and/or Experience: A Bachelor’s degree or higher in a Social Science field or any other related field. Experience in the relative field preferably with local and international NGOs and project management. Background in the protection field and in GBV in particular is a must

Language Skills:  Must have written and spoken fluency in English and Arabic, French is a plus

Communication Skills: Listens and gets clarification, responds well to questions and feedback, participates in meetings, effectively communicate utilizing a variety of technologies such as phone, writes clearly and informatively.
Computer Skills:  Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
