Consultant For The Development Of A Municipal Governance Handbook (In Arabic)
Background
In the framework of NAHNOO’s work on promoting civic engagement, transparency and participatory governance at the municipal level, we are pleased to invite applications for the development of a handbook that promotes understanding of the legal framework of municipal governance, participatory tools, and case studies relevant to the Lebanese context.
The aim of this handbook is to promote participatory governance in Lebanon and inform better policies at the local level through being an accessible tool to municipalities, citizens, and civil society organizations interested in contributing to policy-making at the local level. In particular, it should lead to a better understanding of the margin of action of municipalities and citizens as well as their limitations in practice.
Scope of work
Identify the appropriate frame of reference, methodology and format of the handbook
Develop a simplified overview of the legal texts governing the work of municipalities in Lebanon, and the main relevant stakeholders in the administrative ecosystem.
Analyze illustrative Lebanese case studies which concertize the concepts of interest
The handbook is to be developed in Arabic.
Duration
The total duration from inception to final delivery is up-to 6 months.
Monitoring and Deliverables
- Proposed concept and methodology will be agreed upon in an inception meeting between Consultant and NAHNOO and will form the basis of the contract between the two parties.
- 1st draft of handbook is to be submitted at most 2 months after the inception meeting, after which a feedback session would be held with NAHNOO.
- 2nd draft submitted at most 4 months after the inception meeting and would incorporate notes from the feedback.
- Final draft is submitted at most 6 months after the inception meeting.
Applicant profile
The applicant should have advanced knowledge of administrative law, local governance, municipal functioning in practice (with respect to sociological, political, administrative, and financial factors), and be up-to-date with the literature regarding these topics.
