Objective

Safadi Foundation (SF), within the framework of the project “Accelerated Vocational Training Centre for the Economic Inclusion of Tripoli’s Youth”, funded by RDPP “Regional Development and Protection Programme”, is seeking the services of an accredited testing agency to test and assess the competencies of 100 trainees who attended vocational subjects in the Training Centre (AVTC) within the Construction sector, and provide them certification of qualification based.

The Project

A poor education infrastructure, lack of access to employment opportunities, and lack of awareness about labour rights continue to trap Tripolitan youth, Lebanese and Syrian alike, in a vicious cycle of poverty and socioeconomic exclusion. The situation is not unlike that in other low-income and developing parts of the world, where most workers are engaged in informal employment which is often poorly paid, sporadic and falls outside the protective ambit of the law. And just as the Sustainable Development Goals highlight that young people can be a driving force for development--if they are provided with the skills and opportunities needed to reach their potential, support development, and contribute to peace and security—so to must Tripoli’s youth be supported in the search for economic inclusion. Young men and women make up a significant portion of Tripoli’s population. If they are given the necessary support to overcome barriers to quality technical education, are able to access employment opportunities, and are able to demand better wages through an awareness of their rights, they will then be able to drive the revitalization of the economic and entrepreneurial culture of Lebanon’s second largest city.

Trainees’ profile

The targeted area for selecting beneficiaries will be the communities of the Old City of Tripoli (OCT) and its suburbs. They represent some of the most vulnerable regions of the city and connecting youth from the neighborhoods will have a deep impact on households and the wider community. The communities, are El Nouri, El Ramaneh, El Hadid, El Mehetra and El Haddadin (5 districts, 6 zones, El Haddadine comprises of 2 zones).

Based on the context of young people, the project will base selection on the following selection criteria: low income household, low level of educational attainment (less than brevet), availability for intensive training, no or minimal previous work experience, age 16-24; factors of consideration: social status, nationality, gender, disabilities and personal skills. It is the aim of the project to have 50% Lebanese trainees and 50% Syrian refugees and 25% of the total beneficiaries must be females; 2% persons with disabilities

Taking into consideration the gender and cultural dynamics of the targeted area, the construction programmes (8 subjects) will mainly target male youth.

Out of total 702 beneficiaries who completed the construction training sessions, 100 will be selected in coordination on a merit-based evaluation framework, to undergo certification of qualification from a third parties (independent external professional competent body).

Safadi Foundation (SF), within the framework of the project “Accelerated Vocational Training Centre for the Economic Inclusion of Tripoli’s Youth”, funded by RDPP “Regional Development and Protection Programme”, is seeking a qualified trainer(s) to deliver a capacity building course, coaching and follow-up on advocacy to groups of youth who attended vocational subjects in the Training Centre (AVTC) within the context of employment and labor rights in Tripoli.

Advocacy Component

Employers’ tendency to exploit poor Lebanese and refugee workers by the payment of wages below the legal minimum has a negative impact on wages and social protection for the entire workforce. This phenomenon persists in part due to the lack of awareness among workers, especially youth, of their economic rights, in particular the right to form professional associations. By creating awareness of these rights among youth “beneficiaries” and encouraging them to take collective action to advocate for themselves, the youth will be able to champion their own economic inclusion. Non Lebanese and Lebanese will also work together towards a common objective within their advocacy actions, moving beyond their nationality, and working as a collective to promoting their rights. Subsequently, youth will be given the opportunity to promote these rights among employers such as public sector agencies as well as private sector companies that generally hire skilled youth, such as construction or service agencies in and around Tripoli. If youth are aware of and advocate for their labor rights, they will be able to create the necessary public pressure to guarantee them from employers.

In addition, through the project’s advocacy component, youth will be empowered to promote their capacities to other key stakeholders. One of the stakeholders will be the municipalities in the Tripoli area, particularly Tripoli and El Mina, so that in local public works, the municipal officials will hire from the pool of final beneficiaries in public rehabilitation/construction projects. Such coordination mechanisms will be set up by the Employment and Placement Coordinator, either through MOUs or through commitments established within the youth advocacy campaigns. It is also expected that through the youth advocacy actions, local authorities and local urban development stakeholders will commit through MOUs to recruiting among trainees of the Training Centre for local construction and rehabilitation projects.
