RESPONSABILITIES AND TASKS

Assessment, design and implementation

  1. With the support of the MEAL department and based on inputs from the donor, assess and recruit all participants of the project;
  2. Plan and coordinate the work plan, including participants’ rotation every week;
  3. With the support of the Livelihood Field Officer(s) and Shelter/WASH PM, supervise the progress of the work and training, and report to Shelter/WASH PM any delay or issue faced in the field.

 

Analysis, Monitoring & Evaluation

  1. With the support of the MEAL department, ensure monitoring and satisfaction of beneficiaries involved in the project;
  2. Contribute to developing SOPs and tools to ensure functioning feedback mechanism;
  3. With the support of the MEAL department, analyze vulnerability profiles of the recruited participants and monitor the evolution of their situation throughout the project;
  4. Monitor and control participants’ attendance, and ensure smooth planning of rotation;
  5. Coordinate and monitor with implementing partner for Cash-for-Training and childcare activities.

 

Team Management & Capacity building

  1. Coordinate the work of Livelihood Field Officer(s), field worker(s) and partner(s) dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning;
  2. Manage the Livelihood Field Officer(s)/worker(s) working on the activities;
  3. Regularly monitor the activities by constantly visiting the areas of intervention. Ensure direct communication and feedback mechanism when not directly on the field;
  4. Ensure team building and strengthen the links between beneficiaries and PU AMI field staff;
  5. Follow-up the operational team according to the mission’s HR policy and guideline: daily management, attendance, holiday management, etc.
  6. Conduct performance evaluation of the operational staff with the support of the Shelter/WASH PM, and identify training needs;

      7. Ensure the respect of the HR policy by his/her subordinates.

 

Logistics & administration

  • Define the needs in materials and tools regarding the project and the planning of interventions in coordination with Livelihood Field Officer(s) and Shelter/WASH PM;
  • Ensure the follow-up and the proper use of materials and tools used during on-site works and trainings;
  • Manage the supply of materials to the work site in collaboration with logistics department;
  • Request to the Shelter/WASH PM any logistic need for activities implementation;
  • Inform the Shelter/WASH PM about security incidents;

 

Communication & Reporting

  • Collect all information and orally report on the progress of project activities on a daily basis, including reporting from implementing partner;
  • Deliver written reports on weekly basis when needed and requested by the Shelter/WASH PM;
  • Report immediately any delay, problem or other relevant information to Shelter/WASH PM;
  • Participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the

Project Manager.

 

External representation and coordination

  • Ensure daily coordination with implementing partner;
  • Participate in Livelihood Working Groups in South Lebanon and other relevant coordination meetings;
  • Contribute to methodology harmonization and lessons learnt in livelihoods and cash for work activities;
  • Coordinate with all stakeholders involved: local authorities, coordination agencies and other INGOs operating in the area of intervention.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.

MANDATORY REQUIREMENTS

  • Language skills: Arabic and English fluent
  • Education degree: University degree in project management, social sciences, or any relevant humanitarian field. 
  • Work experience: 2 year of experience in a similar position (NGOs/private companies) in food security and livelihoods and/or vocational training. Experience with large-scale cash for work project is a strong asset. 
  • Knowledge and skills: knowledge in public infrastructure construction and rehabilitation, concrete works, food security and livelihood, vocational training, protection and management of cash-for-workers are strong assets.
  • Computer skills: very Good knowledge of the MS office software including Word, Excel, and Outlook.
  • Other: 

ASSETS

  • Interests: a strong interest for the context and development of the Syrian crisis in Lebanon is necessary. Interest in Saida region, and livelihood constraints on Syrian refugees’ population and Lebanese host communities are assets.  

Transversals skills: analytical skills, conflict-resolution skills, recruitment, project management.
