Context of the intervention PU-AMI presentation: Première Urgence – Aide Médicale Internationale (PU-AMI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to support civilian victims of marginalisation and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PU-AMI relies on more than 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations. The association leads in average 250 projects by year in the following sectors of intervention: food security, health, nutrition, livelihood, protection, camp management, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. Today, PU-AMI is providing assistance to around 3 million of people in more than 20 countries over Africa, Asia, Middle East and Europe. (To get more information, please refer to http://www.pu-ami.org/). PU-AMI has been active since 1996 in Lebanon. Following the major crises that have affected Lebanon (the Israeli military operation “Grapes of Wrath " in 1996, the July 2006 war and the crisis in the Palestinian camp of Nahr El Bared in 2007, and now the Syrian crisis), PU-AMI has adapted its humanitarian activities to the ever-changing context of the country. Currently, PU-AMI is implementing emergency humanitarian activities in order to support the Syrian crisis affected populations (Syrian refugees, Palestinian refugees from Syria, Lebanese host communities) in Akkar, Mount Lebanon and Sour districts. These activities are distributed among 2 main programs: - Humanitarian Assistance Program: Providing a protection-based humanitarian material assistance and services for the most vulnerable refugees and people of concern affected by the Syrian Crisis. - Resilience Program: to develop and strengthen community-level infrastructures and support household-level economic empowerment and well-being with regards to specific poor and vulnerable groups, including women and people with disabilities. Specific context of this consultancy: The Syrian crisis has had a significant impact on the structure of PU-AMI in Lebanon: from 2012 to 2014, the number of projects and field bases increased considerably, which lead to a dramatic increase in human resources (from around 20 to more than 200 employees); high turnover in staff; and major changes in the organization (creation of a new department, merger of departments, change in leadership…). In particular, the PU-AMI mission in Lebanon made the strategic decision to split the Program department into two separately functioning but interlinked entities: the Department of Program Quality and Development and the Department of Program Implementation. This departmental separation enables project implementation teams to concentrate on the timely and successful implementation of their projects, whereas the Department of Program Quality and Development was created in order to enhance cross-cutting programmatic information management, sound design of and overseeing assessment, monitoring and evaluation, and to ensure that information collected is reflected upon and used to improve ongoing projects and to introduce innovative and new ideas into project building, development and management. 2014-2016 are years of stabilization of the mission, with objectives including retaining staff, increasing the capacity of key employees, and increasing the overall innovation and leadership within the PU-AMI mission in Lebanon. Objectives & Main activities of the consultancy Objective of the consultancy: Identifying current challenges in the management process within PU-AMI teams deployed across Lebanon and designing a process to enhance synergy and productivity of these teams. Scope of the consultancy: To achieve this objective, the consultant or organization will be asked to prepare, organize and lead an organizational assessment of PU-AMI mission in Lebanon. The consultant or organization should also present results to PU-AMI teams so that solutions to overcome problems are defined together. Finally, the consultant or organization should prepare, organize and lead team-building activities that will enable to mission to embrace learnings and new vision. In order to present its project, the consultant or organization should prepare an offer including one or several of the following content: 1) An organization assessment/diagnosis based on surveys and/or interviews and/or focus groups and/or any other relevant form of participation. 2) A suggested methodology to present and brainstorm on the assessment/diagnosis results in a collaborative way 3) Team-building activities for a total of 200+ employees (all at once or in small groups) that will increase synergy among team members and foster ownership and accountability among teams. 4) If necessary, venue(s) for the activities: knowing that PU-AMI has meetings rooms enabling to host a maximum of 15 people, if the organization can provide or rent adequate venues for their activities, they should provide the information/price 5) Material needed for the consultancy (projector, microphone, post-its or any other element required) : if the organization can provide or rent adequate material for their activities, they should provide the information/price 6) Catering for the participants of the activities: if the organization can provide catering for certain activities, they should provide the information/price 7) Transport to and from organization to field office: if the organization can provide the transport of their consultant(s) for the proposed activities, they should provide the information/price 8) Translation services from English to Arabic and from Arabic to English: if the organization needs translation and can provide that service, they should provide the information/price Timeframe: The activities should take place starting June 2015 at the earliest Requirements and Application This Request for Proposal is open to all national and international consultants, team of consultants, or legally constituted institutions that can provide the requested service. In this regard, the request for proposal is open for all qualified consultants/ institutions that have the following minimum qualifications: Knowledge and Experiences -The consultant or organization should have a proven experience in organisational assessments of NGOs -The activities should be interactive and include time for participants to discuss daily situations and scenarios Language Requirements -English is compulsory -Arabic would be an asset Preparation & submission of application -A proposal including: - a drafted schedule for the assessment/interpretation/team building activities, including minimum/maximum number of participants per session - a detailed budget (detailing all the necessary costs/resources related to the consultancy with narrative explanations per budget line, including all the modules the consultant can offer) -CV of the consltant(s) and eventually all team members who will directly or indirectly contribute to the consultancy -At least one summary paper of similar assignments with complete recommendations/references from former organizations Deadline for submission: Documents to be submitted by e-mail until 18/06/15, 05:00 pm.
