PROGRAM COORDINATOR (M/F)
For Lebanon (based in Beirut, with regular visits to the Bekaa valley)

 
 
For more than 35 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
 
MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
 
Since 2011 the conflict between the Syrian army and the opposition has resulted in massive displacements of population within the country and into neighboring countries, particularly to Lebanon, Jordan and Turkey. Following assessments in these countries, MdM activities started on Syrian borders in May 2012, offering primary and specialized healthcare services for refugee and displaced Syrian populations.
 
MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through partner NGO in 5 primary healthcare centers (PHCCs) in the Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 4 centers in the Bekaa.
 
To implement and monitor the activities, the mission in Lebanon has been set up with a team of 35 people managed by 6 coordinators. The position of Program Coordinator is part of the country coordination team.
 
 
TASKS AND RESPONSABILITIES
 
As Program Coordinator you work under the direct supervision of the General Coordinator and in close collaboration with the Logistics and Administrative Coordinator, the Medical Coordinator and the Mental Health Coordinator. In the country, you are the direct supervisor of the Monitoring & Evaluation (M&E) Officer and the Database Officer.
 
You are responsible for:
- Partnership management
- Monitoring & Evaluation (M&E)
- Quality & Accountability (Q&A)
- Reporting
 
More specifically, your main responsibilities include to:
 
1. Partnership management
- Follow up the implementation of activities by partners (in PHCCs) as defined in MOUs
- Monitor on a regular basis the different activities and coordinate corrective measures with partners
- Support the partners reporting (in coordination with the Medical and the Log & Admin Coordinators)
- Coordinate and facilitate regular partners meetings: medical technical review, coordination, follow-up of consultation reimbursements
- Coordinate with the Medical Coordinator the support needed to ensure partner’s capacity to improve quality of care in PHCC and to manage pharmacy supply and stock
- Coordinate with the Log & Admin Coordinator the support needed to ensure partner’s capacity to deliver financial report, budget monitoring and procurement procedure
 
2. Monitoring & Evaluation (M&E)
- Supervise the data collection performed by the M&E Officer using MdM monitoring and evaluation tools
- Improve data collection tools used in the PHCCs (questionnaires, checklist, interviews and other surveys)
- Support the partners to improve their data collection and health information systems
- Supervise the data compilation performed by the Database Officer
- Support the coordination team in the compliance with the donors’ indicators
- Review indicators to make sure they are SMART and harmonized
- Guarantee timely and accurate information
- Provide analysis of the data collected and compiled for the purpose of reporting
- Ensure the production of summaries for data analysis when required (graphs, tables, reports)
- Work in close collaboration with the Regional Reporting Officer to ensure information sharing with the Regional Office
 
3. Quality & Accountability (Q&A)
- Ensure consistency and quality throughout, including log-frame
- Coordinate the implementation of the annual Beneficiaries’ Satisfaction Survey (BSS)
- Consider donor compliance and guidelines, ensure adherence
- Develop an accountability strategy as well as accountability plan for the country mission
- Support MdM staff involved in project management and support in the implementation of the accountability plan
- Aspire to include accountability in new proposals including budget line (under M&E section)
- Work in close collaboration with the Regional Reporting Officer to ensure harmonized practices in the region
 
4. Reporting
- Provide timelines and ensure timely submission of reports to HQ/donors
- Contribute to the monthly reporting and ensure contribution from all relevant sectors
- Support the General Coordinator in report drafting, ensuring consistency and quality throughout the report
- Work in close collaboration with the Log & Admin Coordinator to ensure coherence between budget and narrative
 
5. Team management
- Manage the two staff members under your direct supervision (M&E Officer and Database Officer)
- Plan annual leaves for your team members to ensure there is sufficient resource available at all times
- Carry out annual reviews for your team members
 
6. Other
- Participate in the coordination meetings with partners and other actors in the Bekaa (UN, NGOs, etc.)
- Take minutes of all attended meetings with partners and shares this information with the coordination team
- Facilitate coordination between MdM partners and other humanitarian actors when needed
- Support the General Coordinator in the drafting of proposals

- Master degree in the following or related fields: Development, International Relations, Humanitarian Management
- Command of the project cycle management and strong analytical skills
- Experience of coordinating and preparing strong narrative reports for a variety of donors
- Experience in writing proposal/reports
- Experience in working with project budgets
- Experience in capacity building and in working with partners
- Understanding of compliance to the UN as a donor, an asset
- Ability to work in a volatile security context and to apply strict security rules
- Ability to manage a team and work with partners in a multi-cultural setting
- Ability to have a global overview of a program and long terms strategy
