A number of zealous civil society activists and unionists, as well as teachers, lawyers and others, agreed to set up the Observatory in 2010 as an independent civil association.
The Observatory members advocate the values of justice, freedom and equality; they are committed to the principles called upon by international conventions, declarations and agreements relevant to human rights, particularly, the International Convention on Economic, Social and Cultural Rights, in addition to the recommendations issued by the International Labor Organization as a benchmark for their practice and vision.
LOWER seeks to build a non-sectarian society, governed by the principles of citizenship and a just democratic civil state, where citizens and residents fully enjoy their economic, social and political rights equally and without discrimination.
