Job Overview/Summary:

The WPE Coordinator will be responsible for overall leadership, coordination and technical support to maintain and expand IRC's WPE programming in Lebanon working closely with colleagues from other sectors and organizations towards the best outcomes for women and girls. The Coordinator is responsible for overall management of WPE staff, providing any and all support necessary to ensure successful implementation of WPE sector programming, and ensuring a strategic vision for the ongoing development and implementation of the programming. The Coordinator also plays a key role in program development through contributions to new concepts and proposals, including design and writing of technical proposal sections, with support from the IRC Technical Unit and relevant departments of the Lebanon country program and HQ. The Coordinator is responsible for building the capacity of key staff to enable them to take greater responsibility for overall management of the WPE portfolio.

 

The WPE Coordinator is responsible for four key objectives:

 

  • Program Quality and Implementation: Plan and execute effective deployment of Women’s Protection and Empowerment programming to support quality case management, psychosocial support and empowerment activities for vulnerable women, girls, and GBV survivors;
  • Integration: Ensure program quality and integration of WPE program within the broader IRC Lebanon portfolio, in particular in coordination with Protection and Child Protection colleagues; 
  • Representation: Represent IRC inside Lebanon at strategic meetings and events in close coordination with the Senior Management team and Advocacy colleagues;
  • Partnerships:  Establish and strengthen productive relationships with Women-forward organizations and networks, technical experts, government agencies and donors within Lebanon in coordination with the Senior Management team and other Program Colleagues as relevant. 

Major Responsibilities:

Program Quality and Implementation

  • Provide clear technical support, supervision, training and mentoring to the WPE team, including training needed to build specialized skills in GBV case management, psychosocial support and GBV risk mitigation.
  • Ensure that WPE staff and services adhere to GBV best practice, professional standards and principles.
  • Continuing to support the implementation of programming to include mobile services and community centers;
  • Strengthening community engagement and outreach including GBV risk mitigation activities;
  • Supervise the execution of relevant M&E systems and ensure regular follow-up on monitoring data relevant to WPE programs;
  • Support the implementation of the Lebanon Strategic Action Plan by ensuring that program activities align and contribute to achieving selected pathways of the prioritized signature and core sub outcomes.

Integration

  • Lead and support integration and collaboration of WPE programming across other IRC sectors, including Child Protection, Protection, Economic Recovery and Development, Education and Early Childhood Development.

 

Representation

  • Support GBV coordination at the national and sub-national levels and lead advocacy efforts on identified priorities.
  • Actively develop and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Develop strategic partnerships with local organizations, wherever possible
  • Maintain productive working relationship with GBV Taskforce and field level working group meetings
  • Ensure key field concerns are brought to relevant stakeholders to advocate for standards that systematize how GBV is implemented and promote the delivery of inclusive and high quality GBV services.
  • Support GBV coordination at the national and sub-national levels and lead advocacy efforts on identified priorities.  

 

Partnerships

  • Oversee IRC’s relationship with implementing partner(s) specific to WPE interventions.
  • Ensure regular performance monitoring of partners to achieve the set project’s objectives, and provide technical support and guidance.
  • Continuing to support the expansion of partnerships across Lebanon to include direct service provision by partners and support to these interventions by IRC;

 

Grant Monitoring and Business Development

  • Support and ensure donor compliance, including appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
  • Lead the development of new business concept notes and proposals for the continuation and expansion of WPE programming in Lebanon;
  • Ensure the submission of timely, accurate and well written donor reports and other reporting requirements for all WPE programming in Lebanon;
  • Work closely and coordinate with IRC other technical unit, logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings and participation in bids opening and review.

 

Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Develop and implement staff capacity building plan to ensure quality WPE programming across programming teams and other IRC programming;
  • Conduct timely and quality performance evaluations and give regular and constructive feedback to staff through the year to ensure a culture of accountability.

Position directly supervises:  WPE Senior Manager, M&E Manager, Technology for Program Manager & Technical WPE Staff (Adolescent Girls Manager, Capacity Building Manager)

Indirect Reporting: WPE Technical Advisor  
Other Internal and/or external contacts:

Internal: Grants Department, WPE Technical Unit, IRC Program Coordinators, in particular Protection and Child Protection, but also Education and Economic Recovery and Development, Supply Chain, HR, Research Evaluation and Learning Technical Unit, Regional Advocacy Department, WPE Field managers (supervised by Senior Manager)

External:  GBV Working Group, peer and partner agencies, donors

 

REQUIREMENTS:

  • Advanced degree in Social Work, Women’s Studies, or other related field
  • Minimum of 3 years professional experience in implementation of emergency GBV programming.
  • Proven experience working in emergency contexts
  • Proven experience supervising and providing case management services and support.
  • Proven experience building capacity on technical and non-technical (budget, HR, reports) skills and knowledge
  • Prior international experience working in emergency settings or insecure environments; regional or in-country experience preferred. 
  • Prior international experience working on service provision through partnerships, including sub-grant management and organizational capacity development preferred.
  • Strong program/technical and budget management skills
  • Solid experience with planning, reporting, monitoring and evaluation skills
  • Thorough understanding of gender-based violence response protocols and service provision.
  • Strong written and oral communication skills, effective in representation and liaison with external parties  
  • Must be capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
  • Proven track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and able to handle pressure with professional grace.
  • Fluency in English required; spoken French or Arabic an asset.

 

WORK ENVIRONMENT:

The Coordinator will be based in Beirut with frequent travel to the sub-offices. Accommodation in the sub-offices will include overnights in Qobayat and Zahle, as per security requirements determined by management.  Security protocols for Beirut and the field offices will be determined as needed prior to any site visits.

 

SPECIFIC SECURITY SITUATION/HOUSING:

The Women’s Protection and Empowerment Coordinator will be based in Beirut, Lebanon with travel throughout the country. The security situation in Lebanon continues to be stable. The candidate should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position. The Coordinator will live in individual housing.
