SDC Criteria for small grants 2015-2016

Overall objective:

The aim of SDC small grants is to provide an instrument that allows fast response to requests received for moderate one-time funding. It enables the Swiss Agency for Development and Cooperation (SDC) to fund projects and activities in Lebanon that contribute to safe, viable and peace­ful living conditions for refugees, IDPs, vulnerable groups and vulnerable migrants, as well as commu­nities at risk of disasters in Lebanon.

The strategic orientation concentrates on three domains: Basic Needs and Services (i.e. living conditions are improved for refugees, internally displaced persons (IDPs), vulnerable groups, and communities at risk), Protection (i.e. capacity and conditions to exercise rights are improved for refugees, IDPs, vulnerable groups) and Water (i,e. resilient, sustainable and conflict sensitive water management is enhanced). The domains are inter-linked and aligned with relevant national and re­gional priorities, as well as international frameworks.

Budget available:

SDC will fund three projects. Two projects with the total amount of USD 32’000 (option A) and one project with a total amount of USD 11’000 (option B). Applicants will be funded once, either through option A or option B (not both).

Duration:Maximum 11 months, starting 01 May 2015.

Small actions are funded according to the following criteria:

Cultural projects that align with SDC domains of intervention and/or innovative pilot projects. Inclusive approach of different nationalities, religions, gender. Any local NGO without any international H.Q. can apply if they are not already funded simultaneously by the Swiss Embassy. In line with the three domains mentioned above. Responding to clear needs of targeted beneficiaries (vulnerable persons, including women, children and elderly, IDPs, refugees). Operational completion within a maximum period of 11 months, with final reporting submitted to SDC one month after the completion of the project. SDC contribution will cover a maximum of 90% of the project’s budget

The organisation must be able to show credibly that it is well-managed to enter an 11-month partnership. Criteria to this effect include:

Sound context analysis that show the rationale for the intervention Define clear results, “SMART” (Specific Measurable Accepted Realistic Timely) objectives Clear implementation strategy Alignment with local labour laws, human rights, Committee on the Elimination of Discrimination against Women (CEDAW), customary law, international conventions Gender sensitivity Links (or inclusion) with other organisations working on similar issues and concrete coordination mechanisms Communication and media outreach, dissemination of results and achievements Sustainability of intervention Realistic workplan Cost-efficiency Organisations can apply individually or as a group with other partners (a lead organisation must then be defined, representing the group with SDC) for the different thematic or type of interventions as defined above. Implementation of call for proposals: The publication of the invitation to submit Project Proposal is on March 23, 2015. Interested organisations have to submit their documents by April 3, 2015 to the following email address: [email protected]. By the beginning of April, SDC’s selection committee will select 3 concept notes based on the pre-defined criteria to proceed to the next step. Unsuccessful applicants will receive a feedback. Exempted from financial support through the small action credit line are activities such as study tours abroad, scholarships and charity events. Attached documents:
