The Emergency Response Manager will provide leadership for the overall development, management and implementation of Concern’s emergency response interventions in Lebanon. The Emergency Response Manager ensures that emergency response, preparedness and recovery plans and activities for Concern Lebanon are implemented successfully and according to the respective project budgets and timeframes whilst meeting the highest standards of quality and accountability. The Manager will work to preparing the country team to respond effectively to rapid onset emergencies.

The Partnership Technical Advisor will play a vital role in fostering value added partnerships and supporting effective management of grants, with local organizations, and supporting organizational learning and representation efforts. Responsibilities include: collaborating with partners to develop interventions, conducting due diligence assessments, and supporting organizational capacity building initiatives, overseeing grant compliance, facilitating grant reporting schedules, and utilizing Concern's Grants Management System (GMS).

S/he will ensure high quality programme development, promoting value-added partnership, and monitoring, evaluation, accountability and learning (MEAL) across the Lebanon Country Programme; adapting procedures for effectiveness and efficiency in MEAL, partnership, communications/advocacy, Learning, Documentation, Grants management, Reporting, Cross cutting themes, and Complaints Response Mechanism. S/he will support the PD in the development of the funding portfolio, and ensuring quality standards such as CHS, SPHERE and Concern’s Programme Quality Guidelines.

The priority of this role is to finalize the digitalization of the HR archive.

S/he will support the shelter technical officer in the implementation of Concern’s Shelter and WASH activities, in shelter units at residential, non-residential level and in collective site, as well as in informal settlements. This role will assist in gathering information and data on Shelter locations, assessments, technical oversight of shelter activities, support on the production of bill of quantities, and on the negotiation of rental agreement, and monitoring of Concern’s activities, along with monitoring of infrastructure construction.
