The Syria crisis Programme Manager will provide leadership, direction, and management of CAFOD and SCIAF’s response to the regional humanitarian crisis caused by the conflict in Syria, and will to ensure appropriate, effective and high-quality programmes, in accordance with CAFOD and SCIAF policies and procedures.

CRS Europe, Middle East, and Central Asia (EMECA) region covers Country Programs (CPs) in Ukraine, Moldova, Greece, the Balkans, Iraq, Egypt, Lebanon, JWBG, Yemen, Pakistan, Afghanistan, and a number of outreach countries. The region is going through a period of expansion and transition, responding to humanitarian emergencies, e.g., Ukraine and Pakistan, start-up of new Offices and CPs, e.g., Pakistan, Ukraine, and Yemen, and building an agile regional structure to respond to evolving needs.

The Regional Technical Advisor (RTA) Compliance & Risk Management will contribute to the design and ensure implementation of agency-wide strategies, standards, tools, and best practices in risk management that effectively engage partners, donors, and governments.

You will support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. As part of an experienced finance team you will help coordinate daily financial activities through preparation and delivery of financial services.

You will manage Monitoring Evaluation Accountability and Learning (MEAL) in the Lebanon Country Program (CP) for Catholic Relief Services’ (CRS) programs implemented in Lebanon and outreach countries, designing and implementing project MEAL systems to advance CRS’ work in serving the poor and vulnerable. Your MEAL-related management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of projects to benefit those we serve.

You will manage Education and Psychosocial Support (PSS) programming in the Lebanon Country Program (CP) for Catholic Relief Services’ (CRS) projects implemented in Lebanon and outreach countries. You will design and implement projects advancing CRS’ work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of projects to benefit those we serve.

Job Summary:
You will efficiently provide comprehensive information, clerical, and accounting services to assist the Finance Department in executing processes and delivering service needs that support high-quality programs serving the poor and vulnerable. As part of an experienced finance team you will deliver quality support in your role, applying clearly defined accounting and financial reporting processes, procedures and service standards.

As a member of the Country Program’s(CP) Senior Management Team, you will provide leadership and management of the operational functions-Finance, Human Resources (HR),Supply Chain Management (SCM),Administration,Information and Communication Technology, Security and Audit - in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. You will promote stewardship of resources,ensure principled compliance, proactively manage risk, and lead operational improvements.As part of the Senior Management Team you will proactively manage security and mitigate security risks
