POSITION GENERAL OBJECTIVE

First to monitor and oversee the implementation of the project, to support the reporting of the projects and the identification and drafting of new proposals, to organize, follow up and support the project teams, ensuring that activities are met according to the contractual agreements and the quality standards of Action Against Hunger.

Second, to ensure best practices are capitalized upon and strong lessons learned from programming is developed, feeding into Action Against Hunger programming in an adapted and contextually relevant manner.
 

POSITION SPECIFIC OBJECTIVES AND TASKS

Objective 1 : To ensure timely and quality implementation of projects at a base level ( 60%) 

Tasks 

In coordination with the Protection Co, Head of Base and MEAL Team, design the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;

To prepare a workplan for Community-based Protection Approach, and assuring its timely accomplishment, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan;

Facilitate regular staff meetings to ensure awareness of program objectives, and opportunity for feedback 

To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan; 

To prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc. 

To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;

Produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, project maps with the support of IM officer

To provide verbal and written reports to direct and functional managers on the agreed frequency

Support the development and improvement of staff under the positions management structure and improve both skills and knowledge amongst the team 

To ensure proper archiving of technical supporting documents

Provide staff coaching and technical supervision to develop ownership / responsibility for project activities 

Objective 2 : Support the coordinator on the definition of the strategy with a solid date and analysis of the implementation (20%)

Tasks

Represent Action Against Hunger in working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Head of Base and Protection Coordinator 

Represent Action Against Hunger in protection meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers

Actively coordinate with other protection agencies implementing projects

Direct involvement in the drafting of both protections reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required

Provide evidences of protection and humanitarian context to Protection and Adv. Coordinator 

Objective 3 : Capitalize and Develop Learning Processes from Programming (20%) 

Tasks 

Take lessons learned from the pre-existing programming and approaches and develop learning outcomes 

Capitalise existing programming and provide high quality analysis and evaluation of approaches

Liaise with various stakeholders to draw out benefits and challenges

To ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;

Work closely with the MEAL department to provide quality analysis and synthesis of information 

Objective 4 : Security

Tasks

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan 

Objective 5 : Support humanitarian activities of Action Against Hunger 

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

 

KNOWLEDGE AND EXPERIENCE REQUIRED:

Training/ Education:

Bachelor’s degree in social science, international relations, humanitarian action or any related field.

Specific trainings on Programme Cycle Management            

Technical specific knowledge:

Programmatic experience in Emergency Response and protection.

Knowledge or experience of working in consortia or similar.

Experience in representation/external coordination

Experience working with ECHO funding mechanism.

Experience working in integrated programmes.

Good understanding of the country context, good context analysis skills

Good analytical skills and the capability to work in a precise, structured and detailed manner.

Must have good drafting and verbal communications skills.Analytical Skills and development of monitoring tools

Previous experience:

    Acquainted with the Middle East context, knowledge of the context in Lebanon is an advantage.

    Previous experience with Gender Mainstreaming is an asset

Humanitarian sector knowledge: Mandatory

Action Against the Hunger knowledge: A plus

Languages: English compulsory, French and Arabic added values

IT and specific systems: Strong computer skills in Office environment and data management

Mobility (national/ international): Based in Zahle with frequent travels to Beirut and frequent presence in the field 

REMUNERATION PACKAGE:

 We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Salary: from 2126 USD to 2400 USD gross per month according to candidate’s previous experience. Action Against Hunger - Lebanon remuneration system allows a salary progression based on the annual development appraisal.
  • LBP 8,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible

  • School allowance for your children if eligible as per the official decrees (paid each year October)
