Caritas Lebanon invites qualified agencies to make a firm offer for the establishment of a Frame Agreement for the provision of strategies for its National Marketing and Advertising.

Winning vendors will be selected among those offering best quality, services and prices by accepting the following terms and conditions:

-       Bids should be submitted in English by a sealed envelope labeled with the RFP# & Reference#.

-       Deadline to submit offers is 25 September 2017 at 10:00 am

-       Date of opening offers is 25 September 2017 at 12:00 noon 

-       Late submissions will not be considered.

-       All Annexes in the RFP should be properly filled, signed and stamped

-       The bid may be cancelled in case the offers were found non-satisfactory.

Please note that Bid submissions are not to be sent to the email address mentioned above.

Your offer shall comprise one technical offer and one financial offer, both offers must be sealed in two separate envelopes which then should be sealed in a third envelope. Offers not following this requirement may be disqualified.

Only responsive bids meeting the specifications and requirements of this RFP shall be considered for selection.

Bids deemed to be non-responsive, i.e. not meeting the technical specifications or administrative requirements of the RFP, may be disqualified and not included for best value consideration.

  1. A.    Terms and Requirements:


                                           I.            Offer instructions and terms :

  • Offerors are requested to provide proposals on official letterhead (if available). Offers must show unit prices, extensions, and total price. Offers must be all inclusive, including warranty, delivery, installation and all other costs.
  • All quotations must be provided in USD or LBP. For quotations provided in LBP, a 1,507.50 LBP = 1 USD conversion rate will be used for evaluation purposes.
  • Offerors must provide an estimate (in calendar days) of the delivery timeframe (after receipt of order). The delivery estimate presented in an offer in response to this RFP must be upheld in the performance of any resulting contract. Delivery lead-time shall not exceed three months from contract issuance.
    • This is a request for proposals only and in no way obligates Caritas Lebanon to award any contract, nor does it commit Caritas Lebanon to pay for costs incurred in the preparation and submission of an offer.
    • Best-offer quotations are requested. It is anticipated that award will be made solely on the basis of these original quotations. However, Caritas Lebanon may conduct negotiations with and/or request clarifications from any offeror prior to award.



                                        II.            Offer Validity:

Offers made shall remain valid for 60 (Sixty days) from the last date specified for receipt of offers. If the bidders are unable to keep their offers valid for 60 days, they should specifically state the period for which their offers are valid. Offers for a shorter period may be deemed unresponsive and disqualified. Bidders may further note that in the absence of any validity indication, it will be assumed that their offer will remain valid for a period of 60 days.                                      III.            Payment Terms:

Payment terms will be determined within the resulting contract of this Request for Proposal (RFP).

  1.                                      IV.            Resulting Contract:

Following the submission of the proposal, a selection will be made on the best offer provided and accordingly a Fixed Price Subcontract shall be issued to the selected contractor. A fixed price subcontract means that no additional sums will be payable for any escalation in the cost of materials, equipment or labor, or because of the contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required. Caritas Lebanon will not adjust the subcontract price due to fluctuations in currency exchange rates.  Caritas Lebanon will only make changes in the subcontract price or time to complete due to changes made by Caritas Lebanon in the work to be performed, or by delays caused by Caritas Lebanon.


  1.                                         V.            Ethical and Business conduct requirements:

Caritas Lebanon does not tolerate fraud, collusion among offerors, falsified proposals/bids, bribery, or kickbacks. Any firm or individual violating these standards will be disqualified from this procurement and barred from future procurement opportunities. Employees and agents of Caritas Lebanon are strictly prohibited from asking for or accepting any money, fee, commission, credit, gift, gratuity, object of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business.


Offerors responding to this RFP must:


  • Disclose any close, familial, or financial relationships with Caritas Lebanon staff. For example, if an offeror’s cousin is employed by Caritas Lebanon the offeror must state this.
  • Disclose any family or financial relationship with other offerors submitting proposals. For example, if the offeror’s father owns a company that is submitting another proposal, the offeror must state this

By submitting an offer in response to this RFP, offerors certify the following:


  • Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.
  • Certify that all information in the proposal and all supporting documentation are authentic and accurate.
  • Certify understanding and agreement to Caritas Lebanon’s prohibitions against fraud, bribery and kickbacks

Background Information


Since its foundation 1972, Caritas Lebanon has been entrusted officially by the Church to fight against poverty and marginalization, aiming at building a fairer and more loving society. Its mission is to stand by the needy and promote human rights. It offers assistance through health, social, education, economic development programs, as well as support to migrants and refugees. As a result of its unconditional, indistinctive and nationwide support to any distressed population, Caritas Lebanon benefits from the gratitude, the trust and the respect of all governmental and religious institutions in Lebanon and abroad. It is one of the main partners of the Lebanese Government, the Caritas network, the UN agencies, USAID, the European Union and many other local and international institutions.


Objective Purpose


Caritas Lebanon promotes social values by engaging the Lebanese community and the efficient Lebanese Diaspora in its fight against poverty and its advocacy for human development. Caritas Lebanon’s vision is to strive for an environmentally sustainable economically inclusive developed world in which all people lead peaceful, just, and dignified lives in harmony and intergenerational solidarity.



For this, Caritas Lebanon invites qualified agencies to make a firm offer for the establishment of a Frame Agreement for the provision of strategies for its National Marketing and Advertising as follows:


Scope of work


  • Review Annual Reports and other relevant literature in order to understand Caritas' work within the Lebanese communities. 
  • Present a comprehensive, creative and inclusive work of design:

            Uplifting Caritas' logo/website/social media pages design without compromising the corporate          identity.

  • Producing a full range of designs incorporating the new “spirit/touch” from daily office supplies  like notebooks, email signatures…. to Folder, Banners, Posters, Social Media templates, etc…
  • Implementing one full advertising campaign for Caritas (TVCs, Billboards, Radio spot, Banners, Flags, pamphlet etc...).
  • Producing 6 documentaries for Caritas.
  • Coordinating with press, all media (print, audio, audio visual, digital and on-ground activities) and PR firms to ensure Caritas’ visibility.
  • Developing media plan for 2018.
  • Developing Communication manual.


Social media:

  • Create and publish content for several platforms including Facebook, Twitter, Instagram and YouTube.
  • Maintain and systematically grow and improve Caritas Lebanon’s current on-line community across all platforms.
  • Identify and recruit influencers and create conversations around global issues related to Caritas Lebanon’s mandate and keep the on-line community engaged in dynamic, interactive and meaningful ways.
  • Provide updates and reviews to management on status of social media activities.
  • Identify new opportunities to continually improve the social media presence to engage supporters and nurture them into followers and subscribers.
  • Assess Caritas Lebanon’s staff needs and implement capacity building program.
  • Develop Policies and Procedures related to the Social Media.


Time Frame: 

The assignment will be executed for 3 months period (Until the end of December 2017).


  1. C.    Bid Evaluation Criteria:

The evaluation will be conducted in two stages as follows:


       I.            Technical Evaluation Stage:

The technical offer will be evaluated using the following criteria and percentage distribution.

Experience sourcing and managing content development and publishing for social networking functions



Total Technical Score over 100


NOTE: The passing score for the technical evaluation is 45/60. Bidders who do not pass the technical evaluation will be disqualified.


    II.            Financial Evaluation Stage:

The total percentage of the financial offer is 40% of the total Score. The maximum number of points (40 points) will be allotted to the lowest price offer. All other price offers will receive points in inverse proportion to the lowest price.

NOTE: Bidders must divide, in their proposals, the total cost into costs per services.

Caritas Lebanon might choose some of these services based on the budget availability.
