Job Description

Position Overview The Senior Human Resources Officer is responsible for drafting and developing personnel policies and employment practices within the organization. S/he should be able to provide a professional advisory service in relation to a broad range of human resource matters. It will be necessary to liaise with board members, other Departments of the County Council, other Local Authorities, recognized Trade Union officials and representatives and outside organisations Responsibility: General: • Drafts and develops local HR policies and guidelines for the UPEL • Liaises with all field offices on issues relating to HR and administrative services • Manage employee relations issues including resolving conflicts and helping to create solutions to employee challenges • Manage and promote employee understanding and adherence to personnel policies • Develop Filing system • Follow up on attendance for UPEL staff • Handles orientation for new joiners • Handles exit process • Maintain the confidentiality of all sensitive HR information at all times Recruitment: • Leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a workforce. • Maintain tracking system of the recruitment process and compile weekly report on recruitment. Performance Management • Leads the implementation of the performance management system and staff development plans. • Monitors and advises managers and supervisors in the progressive discipline system of the organisation. Monitors the implementation of a performance improvement process with non-performing employees.
