Description: 

MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
 
(A)     Ensures that administrative functions of the Training Centre are properly implemented, especially in relation to the centre’s financial, supply and transport operations, boarding and feeding operations, and maintenance and security of the Training Centres' premises, furniture, machinery and equipment;
 
(B)     Supervises the implementation of administrative aspects of the training programmes at the Training Centre in accordance with the prescribed curricula/syllabi and timetable; participates in the design and evaluation of programmes and syllabi; advises on programme implementation and development, and recommends new programmes and courses based on established needs;
 
(C)     Represents the Training Centre in conferences, workshops and related educational activities with Ministries, NGOs and other relevant organizations; maintains contacts with employers and enhances the relations with the labor market to ensure the visibility of the training activities in the Training Centre; coordinates with Education Officials of host countries on matters of mutual interest; submits regular reports, as required, on the operation of the Training Centre; receives guests, visitors and hosts activities at the Training Centre;
 
(D)     Maintains discipline and morale among the trainees and ensures their general health and welfare while in attendance at the Training Centre and the provision of co-curricular recreational and social activities for trainees;
 
(E)     Participates in and supervises the preparation of the Biennium Budget of the Training Centre; attends budget reviews, supervises expenditure and control over budget, and prepares project proposals for securing funds;
 
(F)      Supervises and/or participates in the nomination and enrollment of new trainees, and ensures that the Registrar’s functions are properly conducted; supervises and controls residential sections (boarding trainees) in the Training Centre;
 
(G)     Supervises the relevant project proposals, feasibility studies, tracing studies and market surveys prepared and conducted by the technical staff at the training centre for purpose of introducing, developing and updating specializations;
 
(H)     Participates in the design of new training spaces, recommends modifications and improvements to existing premises and facilities; ensures the optimum utilization of the Training Centre’s premises, and supervises the administrative aspects of the short term courses conducted during and after duty hours in coordination with technical staff at the Training Centre;
 
(I)        Supervises and/or participates in the recruitment of staff and performance appraisal of instructional and administrative staff of the Training Centre; screens out competition files, prepares short lists of candidates and attends selection panels as a member; ensures proper and professional conduct of staff;
 
(J)       Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
(A)   Academic and Professional
        Advanced university degree in educational administration or in one of the subjects taught at the centre. 
 
(B)    Experience
i)   At least four years’ experience in an administrative/supervisory capacity in an educational institution; and
ii)   At least three years experience in teaching or instructing in subjects relevant to those taught at the Training Centre.
 
(C)    Language
Excellent command of spoken and written Arabic and English.
 
(D)        Competencies
i)          Ability to establish and maintain effective working relationships with others in team working environment;
ii)         Ability to exercise communication skills both verbal and written;
iii)       Ability to work under pressure and meet target deadlines;
iv)        Good skills in problem solving and decision making;
v)         Competence in preparing syllabi and curricula enrichment;
vi)        Competence in conducting research and using word processor;
vii)      Ability to use the standard PC applications  used by the Agency;
viii)     Proven skills in management and leadership
 
N.B: Persons with relevant experience in the field of education and who meet the above criteria are encouraged to apply.
 
DESIRABLE QUALIFICATIONS
i)           For Principal Teacher Training Centre: Possession of a recognized diploma of education or teacher training certificate of at least one years' duration;
ii)         For Principal Vocational Training Centre: Experience in working in his/her trade or technical specialization in industry;
iii)        Experience in supervision of a residential educational training centre or college;
iv)        Possession of a valid driving license.
 
CONDITIONS OF SERVICE:
Salary: Monthly basic salary L.L 2,383,839.- PLUS 37.04% SOA
Contract Duration: Fixed term – Three years
Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month
Pension:  Provident Fund contribution
 
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
              
   RECRUITMENT PROCESS
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Short-listed candidates who fully meet the required criteria shall undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below).  The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.  For all posts, the weight allocated for the technical/practical tests (listed below) is 60% and for the interview is 40%.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
 
TECHNICAL & PRACTICAL TESTS REQUIRED:
Short-listed candidates will sit two tests – a written technical test (100%) and a “pass/fail” computer test (Microsoft Word and Excel).   Candidates’ scores on the computer test will not contribute to their overall mark (see “Recruitment process” above). Candidates must, however, pass the computer test to be eligible for further consideration. 
The top 5 scoring candidates in the written technical test, given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited to interview.
