II. Background

Lebanon is currently hosting an unprecedented number of refugees due to the Syrian crisis (about 1.1 million individuals for an estimated population of 5.9 million individuals). Recent surveys indicate increased tensions between host communities and Syrian Refugees. Those tensions are the result of the lack of security and justice services, and are aggravated by human rights violations committed by law enforcement institutions. UNDP Lebanon is operating to respond to the crisis impact through the implementation of a large programme targeting host communities.

UNDP community security and access to justice project (project) aims at improving basic security and justice services to host communities and Syrian refugees in a view to prevent and appease tensions at local level and improve trust into rule of law institutions. The project works on (i) developing and institutionalising basic state security and justice services to host communities in municipalities, particularly municipal police and legal assistance; (ii) improving the coordination among state actors, as well as partnerships between formal and informal actors; (iii) addressing conditions of detention and social reintegration of prisoners; and (iv) developing capacities of national state institutions to understand and respond to local security, justice and human rights challenges.

The project has a component on access to justice, both in communities and in prisons. The project will support the Ministry of Justice and justice institutions, including the Bar Association, to provide legal assistance in host communities, to both Syrian Refugees and vulnerable Lebanese. In addition, the project will support the establishment of the anti-torture committee of the National Human Rights Commission.

The project is looking to recruit an Access to Justice Officer to accordingly to work under the guidance and direct supervision of the Chief Technical Advisor (CTA).

III. Functions and Responsibilities

Under the guidance and direct supervision of the Chief Technical Advisor, the Access to Justice Officer will perform the following functions:

Summary of Key Functions:
1. Implementation of output 3 (legal assistance);
2. Provision of quality policy and technical support on access to justice and human rights issues to the project and national counterparts;
3. Facilitation of knowledge-building and sharing on access to justice issues.

1. Implementation of the outputs 3 (legal assistance) of the Community Security and Access to Justice project:
- Implement and coordinate the legal assistance activities of the project (organization of activities, material development, research/assessment, training, advocacy, etc), and manage their administrative and operational dimensions;
- Organise the development and production of legal awareness tools;
- Contributes to the production of the annual work plan, budget and other planning tools of the project in relation to outputs 3; Undertake regular field visits to monitor the ongoing programme and provide written reports and other information as required by the CTA.
- Support the CTA on in developing policy, strategic, technical and operational measures needed for achieving the expected results of the project;
- Develop and enhance strong partnerships with local partners and different community groups to promote their effective participation and their support to the legal assistance objectives, as well as exploring new opportunities for project growth in that area;
- Coordinate the activities of the project with the project’s team, partners, UNDP CPR and Governance Units, and any other relevant national/international partner;

2. Provision of technical support to the access to justice components of the project; and of quality policy and technical advisory services to national counterparts
- Performs analysis of situations and contributes to the formulation of institutional responses;
- Participate in the development of concept notes and provide technical inputs to all necessary documents of the project related to access to justice and promotion of human rights issues (strategies, action plans, assessments, etc);
- Assess regularly the technical needs of the project and communicate those to the CTA for response; Serve as a technical focal point for the partners of the project on access to justice issues;
- Undertake necessary assessments, upon recommendations of the CTA, to ensure the vulnerable groups identified by the project benefit from access to justice services;
- Ensure that all practices and activities carried out under this component of the project are compliant with international human rights standards, non-discriminatory and promote gender equality and social inclusion of disadvantaged groups;
- Work closely with UNDP Governance and CPR units’ colleagues in addressing access to justice issues.

3. Facilitation of knowledge building and knowledge sharing:
- Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
- Capture lessons learnt during project implementation; Develop lessons learned and best practices on Access to Justice issues;
- Facilitation and organisation of training for project staff to sensitise and train them on access to justice issues.

The Access to Justice Officer will work in close coordination with the project’s team; as well as UNDP country office programme teams, notably the Conflict Prevention and Recovery and Governance units.

IV. Impact on Results

• The output 3 and activities in relation to the promotion of human rights are implemented;
• National partners receive quality technical expertise and assistance on access to justice issues, especially on legal assistance.

VI. Required Experience

Education: University Degree (Bachelor or equivalent) or Graduate Degree  (Masters or equivalent)

• Minimum of six years with a university degree or four years with a graduate degree of progressively professional experience in the area of access to justice and legal empowerment ;
• Solid work experience in the provision of legal assistance services and legal awareness;
• Good knowledge of the Lebanese justice system and culture;
• Previous work experience with the Lebanese Public Administration is an asset;
• Experience with alternative dispute resolution mechanisms is an asset.

Langues: Fluency in oral and written English and Arabic. Knowledge of French is an Asset.

Other skills: Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is a requirement.
