Job Overview/Summary: The M&E Consultant will develop materials for, and deliver, a monitoring and evaluation workshop for senior staff from the public sector that is tailored to support identification and measurement of progress towards protection mainstreaming targets.  The workshop will be designed for a diverse audience with a range of different levels of pre-workshop familiarity with core monitoring and evaluation principles and techniques.  It will recap key protection mainstreaming objectives in accordance with the framework used by the IRC, and will refer to protection mainstreaming targets and indicators that are consistent with the IRC’s approach.  It will also introduce an “M&E Toolkit” that will be made available for the use of public sector stakeholders working within a decentralized system.  The training methodology used throughout the workshop should ensure the active engagement of participants through an interactive approach, which reflects adult learning principles.  The outcomes of the training should be measured through comparisons and analyses of pre-/post-assessments, which capture knowledge acquisition and skill development.

Major Responsibilities:

Major responsibilities of the Short-Term M&E Skills Consultant are listed below:

  • Creation of a detailed agenda for the planned monitoring and evaluation introductory workshop, which is submitted for feedback at least ten working days prior to the workshop and amended based on any feedback received from IRC.
  • Development of all relevant materials in Arabic, in alignment with the approved detailed agenda and including but not limited to:
    • Training content, visual aids, handouts for participants and supportive materials for group work/activities; and,
    • Pre-/post-training assessments for participants that support measurement of the success of the training against its objectives and allow space for participants to provide feedback on its usefulness.

*Note that some elements of the training content (the “M&E Toolkit”) will be developed in collaboration with the IRC, in order to ensure consistency in the approach taken towards defining and measuring protection mainstreaming objectives and targets.  All training and other materials created during the consultancy will be the property of the IRC.

  • Delivery of the training in Arabic, with some elements co-facilitated by staff from the IRC (to be determined during the finalization of the agenda).
  • Development of a detailed post-training report that outlines the results of the pre-/post-training assessments, incorporates the feedback of participants, and reflects on lessons learned for potential future trainings.

Job Requirements:

Qualifications and Experience:

  • Masters in Social Science, Humanities,, Monitoring and Evaluation and/or related discipline with 10 years of M&E experience;
  • Minimum of 5-7 years’ experience in providing monitoring and evaluation and similar professional-based training;
  • Ability to engage with and understand the needs of participants from different skill levels;
  • Strong local knowledge and comprehensive understanding around public reform and capacity building programs
  • Ability to travel freely to all regions

  • Excellent training skills, including the capacity to provide structured feedback.

Language Skills: 

  • Ability to communicate and write clearly in Arabic and English.

Working Environment:  The M&E Consultant will not have dedicated office space at IRC, but will have access to IRC premises for the purpose of meeting with relevant staff.
