Job Description

  1. 1.      Role and responsibilities

The Water and Sanitation Assistant is responsible for assisting in the day to day implementation of the Wash program in Bekaa Lebanon through carrying out water and sanitation activities for beneficiaries.

Generic responsibilities

  1. Carry out technical needs assessments for schools, in line with NRC’s project criteria intervention.
  2. Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment
  3. Monitor and report on the Water and Sanitation activities and ensure compliance with plans and NRC standards
  4. Ensure minimum WASH standards (based on SPHERE) are applied and maintained in schools
  5. Mobilize communities and community leaders for the building materials, construction activities and maintenance of structures
  6. Suggest new methods and approaches in order to improve the quality of the activities
  7. Administrate payment requests for partners, contractors, suppliers, construction workers etc.
  8. Report all protection related concerns
  9. Carry out data collection as required
  10. Prepare and file relevant documents according to procedures

Specific responsibilities

  • Facilitate water and sanitation (Watsan) related activities and ensure compliance with plans and NRC guidelines.
  • Train and mentor WASH focal points in settlements ensuring they are able to support and are engaged in Watsan activities such as maintenance and plumbing, as well as service provision to vulnerable population groups such as people with specific needs, women, elderly and children.
  • Engage with WASH-CMC committees, ensuring that vulnerable community members are included in the WASH intervention
  • Be familiar with new methods and approaches in order to improve the quality of the Watsan activities
  • Perform transect-walks together with Hygiene promotion personnel, WASH focal points and any other key stakeholders assuring quality control of the activities and services
  • Report all protection and security related concerns following standard operating procedures (SOPs)
  • Ensure WASH registration and inclusion of new refugees, report referrals and ensure follow up and feedback to refugees and focal points involved.
  • Report activities using distribution lists, field reports, attendance lists and Kobo online activity reporting
  • Contribute to quality improvements of the NRC WASH program

Critical interfaces

  • Logistic: Under the supervision of the WSO the WSA have to check the quality of items received to the warehouse (water tanks, frames, latrines and other WASH facilities) and liaison with logistic as needed.
  • Hygiene promotion team: Liaison with the hygiene promotion team, refer WASH related diseases and HP activities needed in the ITSs. Attend monthly/weekly meetings with the hygiene promotion team to share achievements, challenges and follow up on referrals.
  • CMC: ensure WASH focal points are (s)elected, trained and inclusive in the CMC approach with referrals reported via the internal joint-online-reporting mechanism
  • Education: provide WASH facilities and services to education tents to support the education program in the common WASH education working cadastral.
  • Shelter: coordinate on activities linked to shelter in settlements, and where applicable in SSU/SSB
  • ICLA: familiar with and able to deal with referral cases, follow up communication with beneficiaries

Professional competencies

  • University Degree emphasis in civil, mechanical engineer, public health or any related major
  • Vocational training in plumbing, infrastructural works and site improvement work
  • Trained in WASH standards and WASH services monitoring in informal settlements
  • Experience from working with water and sanitation projects in a humanitarian context
  • Knowledge of plumbing and water networks
  • Ability to engage with WASH committees, refugees and communities
  • Documented results related to the position’s responsibilities
  • Mobile electronic data collection (KoboCollect)
  • Proficiency in English & Arabic both written and spoken

Experience required: Education degree: Bachelor Degree Field of education: University Degree emphasis in civil, mechanical engineer, public health or any related major
Arabic: Very Good English: Very Good French:
Period: 12 months (renewable depending on funding)
Salary: According to NRC Salary Scale
