Job Description

Scope of responsibility:

Execute administrative tasks according to Project HR Manager’s indications and MSF procedures, in order to ensure legal compliance and keep a control over HR resources.


Function responsibilities include:

  • Execute administrative and legal related tasks, under supervision of the Project HR Manager checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
  • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Update Social security Tax office employee files in order to meet legal requirements and duties, and prepare all correspondence with local authorities (i.e. tax offices, ministry of labour)
  • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.
  • Monitors paid and unpaid leaves and is point of contact for information of staff with Homere.
  • Follow up all expiring HR contract dates and inform the Project HR manager in order to leave enough time to arrange a renewal or look for some other alternative.
  • Make all administrative information available to the staff (posting, meetings, etc.)
  • Support the Project HR manager in translating documents into local language.
  • Assists the Project HR manager in meetings upon request.
  • Support the MSF staff with their needs in a professional and productive manner.


Specific activities:

  • Takes responsibility for all correspondance and filing of administrative documentation.
  • Supports a proper and fair dismissal process.
  • Follows-up cost of living on a regular basis.
  • Performs any other tasks, as requested
  • Supports and provides assistance to a qualitative recruitment process, including supervising tests and participating to interviews.
  • Participates to qualitative appraisal and development planning processes.
  • Participates in the organization of training sessions and registration processes.
  • Provides assistance in conflict management and disciplinary procedures.
Experience required: Education degree: Bachelor Degree Field of education: Required qualification: • HR, Business or administration diplomas essential. Experience required: • Essential previous working experience of at least two years in relevant jobs. • Desirable experience in MSF or other NGOs in developing countries. Personal qualification: • Teamwork. • Flexibility. • Ability to work with multi-disciplinary and multi-cultural people. • Open-minded, good communication skills, ability to listen, diplomacy. • Stress management
