Job Description

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Registrar - Beirut, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR). 

Main Responsability:

Receives reports by email, telephone hotline , or via feedback boxes, and reports to Beneficiary Complaints or Code of Conduct Committee, and updates the tracking tool.

 

Tasks (logical order):

The Registrar will

  1. Operate the email password-protected account, the telephone hotline and the feedback boxes, and appoint a substitute under her/his instruction during absence longer than three work days.
  2. Check the account every day for incoming reports and determine if a report appears to be eligible under the procedure.
  3. Submits at least monthly or upon request tracking tool to HQ.
  4. Liaises with Accountability Focal Points on technical issues related to the feedback mechanisms.
  5. For all reports and complaints:
    1. Immediately inform the Country Director (or higher, in case of conflict of interest at this level) if there is an apparent and imminent threat against DRC’s integrity or reputation or against a person’s life or welfare, or a substantial suspicion of corruption.
    2. Determine whether the report or complaint is eligible under either the Beneficiary Complaints Mechanism or the Code of Conduct Reporting Mechanism.
    3. Confirm receipt and inform whether the report or complaint is eligible.
    4. Open a confidential file and register the report in DRC’s anonymised tracking system and submit it to the Beneficiary Complaints Committee or the Code of Conduct Committee.
    5. Continuously update the relevant entries in DRC’s tracking system.
  6. For Beneficiary Complaints:
    1. Call for meetings of the Beneficiary Complaints Committee at least twice per month.
    2. Monitor if several beneficiary complaints address the same issue, which could point to suspected serious issues.
    3. Refer issues to the Code of Conduct committee if serious breaches of DRC Code of Conduct are identified.
    4. Receive conclusions and recommendations from investigation teams and keep the Beneficiary Complaints Committee informed.
    5. Inform the relevant Head of Office of the outcome of the processing of complaints.
    6. Receives signed Complaints Form and closes and files the case.
  7. For Code of Conduct Reports:
    1. Immediately submit the report to the Country Director and Code of Conduct Committee.
    2. Call for meetings of the Code of Conduct Committee at least twice per month or when needed.
    3. Conduct all contact with the witness unless agreedotherwise.
    4. Receive reports from investigation team on a  weekly basis
    5. Receive conclusions and recommendations from investigation team and inform the Country Director.
    6. Receives decision from Country Director and relevant line manager on how the case is resolved.
    7. Inform the witness in general terms of the conclusion of the report only if the witness is a party to or victim of the Code of Conduct breach.

Salary: 1,500$ - 1,700$
