The Design and Evaluation Manager is a mid-level technical management position. The primary responsibility of the Design and Evaluation Manager will be to lead product design and adaptations as well as to develop, implement and maintain the MEL framework, approach, and activities (including the Theory of Change and logframe) in close coordination with the LEEP Team Leadership, the Programme Team, the local DFID management team, and the Independent Evaluator. The Design and Evaluation Manager will also manage data collection, project monitoring and reporting needs and train relevant staff, partners and SMEs. Due to the emphasis on evidence building and learning, the position will require a high level of technical inputs to develop a sound methodology and process for supporting impact evaluations, alongside creation of high-quality knowledge products (e.g. articles, case studies, research, blogs, etc) to be shared with DFID and external audiences.

 

 

Primary responsibilities

                                                                       

  • Reports to the Team Leader and maintains close coordination of intervention design and MEL activities with Technical Leads on the Programme including SME and Partnerships Manager, BDS Manager and GESI and Decent Work Specialist;

 

  • Work with the Programme Team to (i) design, organise and  facilitatTheory of  Change  Review Workshops involving all key stakeholders, (ii) update Theory of Change based on workshop discussions, and (iii) making any associated changes in the MEL Framework to collect the data for Theory of Change monitoring;

 

  • Lead updating of a programme-wide Monitoring, Evaluation and Learning (MEL) Plan based on Theory of Change, involving designing and setting up of feasible and context-relevant systems and processes across programme interventions;

 

  • Coordinate closely   with   the   Programme   and Independent Evaluation Teams to ensure that key data requirements are incorporated within the programme MEL Plan, and implementation of and compliance with protocols defined by the evaluation design within programme activities;

 

  • Provide technical input to support design, implementation and monitoring of the Grant Fund and hiring subsidies; ensure activities leverage best practices, (VfM) to DFID;

 

  • Work with the Programme Team to revise the programme logframe, and ensure that key data is organized and available to report on logframe indicators at a pre-defined frequency;

 

  • Lead on the update to and reporting of the programme’s VfM framework;

 

  • Lead monthly workshops and support Quarterly Strategic Reviews in collaboration with the Team Leader. This includes support to Political Economy Analysis and delivery of evidence-driven programme adaptations options to be shared with DFID;

 

  • Coordinate closely with Grants Manager and Operations Team to support portfolio management and grants forecasting;

 

  • Contribute to the delivery of policy roundtables and discussions, including developing analyses and identifying outcomes to be shared with relevant stakeholders;

 

  • Work closely with implementing stakeholders, programme and Independent Evaluation teams to implement MEL plan. This will involve but not be limited to developing monitoring, and data collection and management systems, including leading design and implementation of data collection activities such as baseline and endline surveys, to ensure timely data collection and ensuring adherence to quality protocols;

 

  • Work with the programme team in training and overseeing staff within partner organization on best practices of MEL-focused data collection and reporting that will be conducted on different activities. This will also entail training and mentoring grantees and enabling them to comply with the MEL contractual requirements when required;

 

  • Maintain the programme’s data management system and lead periodic Data Quality Assessments (DQA) to ensure high-quality data in different phases of the programme;

 

  • Collating, analysing and synthesizing data in narrative and graphic form for periodic reporting to donor and other stakeholders;

 

  • Leading a team of researchers and consultants and coordinating with local MEL partners in conducting targeted research or field work for producing learning products and insights to improve programme MEL systems and their implementation. Spearhead knowledge management activities including development of a learning agenda, regular knowledge products (e.g. research, blogs, articles, case studies) for internal and external audiences

 

  • Regularly liaise with the Programme Leadership to support programme implementation;

 

  • Manage overall team and partner inputs for regular reporting to DFID and key stakeholders, including managing reporting for the programme close-out period;

 

Required qualifications and professional experience

 

  • Master’s Degree in a relevant field;
  • At least 5 years’ relevant working experience;
  • Experience in the design and delivery of economic development projects;
  • Experience with DFID projects would be desirble;
  • Experience with data management and MEL in the context of job creation, SME support preferred;
  • Experience with data-driven adaptive management approaches;
  • Experience in internal and external workshops for purposes such as ToC and policy work;
  • Excellent skills in data management (quantitative and qualitative), including maintenance of basic databases or IM systems;
  • Excellent oral and written communication skills in English, good working knowledge of Arabic is essential;
  • Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations; and
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
