CARE International in Lebanon (CiL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. CARE’s programs are also designed to meet longer term needs. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls.

CARE is implementing a capacity building and livelihood community-based agriculture project that seeks to address critical capacity gaps along livestock value chains at both the individual, communal and institutional levels This position is responsible for the outreach, implementation, follow up, and quality maintenance for the Agricultural Training activities, GHP/GMP, Food processing trainings, and GMP according to donor’s request with the support of the team.

Education & Certification:

Bachelor or Master degree in agriculture engineering, Veterinarian or equivalent, with specialty in livestock

Alternatively, bachelor or Master degree in agronomics with specialty in rural economics, food processing or other related

Minimum Education Level:

Bachelor degree with five years of experience, or MS degree with 5 years of experience

Proven Experience:

•  At least 5 years of experience as a Livestock technical specialist in an international NGO or public institution (LARI, Ministry of Agriculture, etc.), preferably in Agriculture value chains. Experience in livestock-related value chains is recommended.

• Excellent skills and experience working in an agricultural development / value chain programs including public-private partnerships; women’s economic empowerment opportunities; micro and small business start-ups; microfinance; agricultural cooperatives, farm management, agriculture projects,

IT / Software / Technical Skills:

Familiarity with MS Office software.

Competencies

  • Strong knowledge of the agricultural sector in Lebanon: knowledge and technical specialization in livestock breeding systems in Lebanon is a requirement
  • Strong capacities in project cycle management and budget follow-up.
  • Strong capacity to coordinate with a team, coalition and consortium.
  • Outstanding skills in establishing partnerships and strengthening capacity of local partners with private sector actors and players, as well as with Local Communities and Local & National CSO.

Detailed Responsibilities & Tasks

Responsibility #1: Agriculture Component Implementation

  • Elaborate a curriculum for the Better production performances by the Small Ruminant producers can be achieved, through trainings on better technical practices, as related mainly to the following components:
  • Vaccination and proper medication,
  • Nutrition and proper micro-element supplementation,
  • Proper farm management practices, as related to flock segmentation and replacement, fattening activities, early milk production, and breeding management;
  • Dairy production, and Meat processing.
  • Guidance for partners on the good agricultural practices related to the Small Ruminant Value Chain on how to:
  • Increase producers’ raw milk production levels;
  • Improve the milk collection process for value-added production;
  • Improve the efficiencies of the dairy processing plants and diversify their products lines;
  • Increase the lambing rate through proper vaccination and better balanced nutrition;
  • Increase the total weight of lambs produced per unit of production.
  • Lead on the market assessment that will identify new products that are in need in the market (urban and rural) to build the curriculum for the dairy production training sessions.
  • Ensure the agriculture support component elaboration phase as per donor agreement, CARE guidelines, and agreed implementation strategy.
  • Manage agriculture team in their field efforts with regards to outreach, training, and other related activities
  • Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with stakeholders
  • Develop a strong approach for a better community mobilization and participation (Through local stakeholders as well as with Right Holders/or local population) in order to improve the access to livelihoods.

Responsibility #2: Technical Support

  • Daily visits to the North and the South to monitor and support ongoing training sessions.
  • Provide direct technical assistance to value chain actors to assist in upgrading activities and overseeing implementation in appropriate locations based on Small ruminants’ value chain requirements.
  • Design, implement, and oversee relevant capacity building to agriculture and agri-food actors (including farmers, Feed traders, producers, and resellers)
  • Consult with businesses and value chain actors, analyze business models and financial information, determine appropriate products and services, and provide coaching to beneficiaries to improve productivity and profitability of selected businesses.
  • Research supply and demand of targeted commodities and promote ways to improve buyer-seller intermediation for all targeted value chains.
  • Implement recommendations for farmers and MSMEs to partner with financial institutions resulting in increasing access to and use of financial services within the region and determine viable opportunities for organizations to prepare all required applications, loan documents, and business plans
  • Collaborate with bilateral projects across the region to strengthen higher ends of value chains.

Responsibility #3 : Representation and Coordination

  • In close collaboration with sector Coordinator, ensure CARE representation in the relevant technical coordination meetings at the Technical committee’s level.
  • Liaison with relevant government actors and agencies to design and deliver program activities
  • Support in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
  • Develop and maintain relationships with program staff and senior management, public and private sector partners, and value chain actors.

Responsibility #4: Reporting & Information sharing

  • Ensure partner NGOs regularly report to CARE according to established procedures.
  • Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
  • Ensure internal communication and data sharing on project with relevant departments specifically MEAL, grants, communications, and advocacy
